p.2

inadequate

The poor leadership and management of the home and poor safeguarding practice have impacted on the overall experiences of the children. Children have mixed experiences of living at the home. Two children have lived at the home for five years and another child for three years. When one child moved into the home recently, leaders and managers failed to ensure that an assessment of the compatibility of the new child with the children already living at the home was completed.

p.3

inadequate

Some of the children attend school and others go to college; they all have good attendance and are making progress in their education. Staff provide the children with lots of opportunities for informal learning to complement their formal education. Children’s additional learning needs are understood, and they are receiving the right support.

p.3

inadequate

Most of the staff team have worked at the home for a long time, which means that staff know the children well and have built strong relationships with them.

p.3

inadequate

Children’s independence is promoted in line with their individual plans. Staff help children to develop daily living skills in line with each child’s individual needs and abilities. Children make progress from their individual starting points.

p.3

inadequate

Children are provided with a range of activities in line with their hobbies and interests. This provides them with new experiences. Children enjoy swimming lessons, fishing, bike rides and trampolining. Furthermore, children enjoyed a summer holiday to the seaside with staff.

p.3

How well children and young people are helped and protected: inadequate

Children’s risk assessments do not identify all known risks for each child, and they do not provide staff with clear guidance related to the supervision of children. Staff’s understanding of their roles and responsibilities in respect of the supervision of children is inconsistent across the team. Risk assessments have not been reviewed, which means that no additional safeguards have been considered. This leaves children at risk of harm.

p.3

How well children and young people are helped and protected: inadequate

Leaders and managers have not assessed the risk of harmful sexual behaviour, and they have not explored how this risk could impact on children moving into the home. There is a lack of insight around risk management, and behaviour indicators for this risk have not been identified. This has led to concerns not being investigated and shared with the child’s placing authority. Inspection report for children’s home: 2550830 4 Online safety has not been well managed. Staff have failed to act when a child made a statement that they were using social media inappropriately. This posed a risk not only to the child living at the home, but to other children in the wider community. This information was not shared with the relevant authorities.

p.3

How well children and young people are helped and protected: inadequate

One child said that they had contact online with a person who is a potential risk to children. No action was taken to investigate the concerns.

p.4

How well children and young people are helped and protected: inadequate

The manager and staff have failed to report a disclosure made by a child about a sexual offence to the police, despite this being the child’s wish. Multiple staff asked the child about the allegation, meaning the child had to repeatedly revisit the experience, and this could have had an impact on any criminal investigation.

p.4

How well children and young people are helped and protected: inadequate

There is a risk assessment in place that provides guidance to ensure that a swimming pool in the garden remains covered when not in use. The pool was uncovered on the day of the inspection. The manager and staff have not responded to this risk assessment to ensure that the environment is safe for children.

p.4

How well children and young people are helped and protected: inadequate

Records show that when children have been held, the measure used has been necessary to keep the child and staff safe. However, staff and children have not always been provided with the opportunity to discuss the incident.

p.4

The effectiveness of leaders and managers: inadequate

There is a lack of day-to-day management oversight at this home. This means that shortfalls are not being identified, and they are not being addressed. This allows poor practice to continue and increases the potential of a risk of harm to children.

p.4

The effectiveness of leaders and managers: inadequate

Ofsted received a whistle-blowing complaint related to the previous manager’s conduct and professional boundaries related to relationships with one child. Leaders have investigated the concerns, and they have followed internal procedures to address the concerns. The manager is no longer working at the home.

p.4

The effectiveness of leaders and managers: inadequate

Leaders and managers have not always ensured that staff are safely recruited. Furthermore, concerns about poor professional boundaries have not been addressed by the manager. This relates to staff being in the bathroom when a child was bathing. The child does not have identified personal care needs in their plan.

p.4

The effectiveness of leaders and managers: inadequate

The manager has not kept the home’s statement of purpose under review, which means that it does not provide an accurate reflection of the care provided to children. Additionally, staff have not been provided with regular supervision in line with the home’s statement of purpose, and not all staff have received an annual appraisal of their practice. This hinders staff development and prevents reflective practice.

p.4

The effectiveness of leaders and managers: inadequate

The systems in place to monitor and review the quality of care provided to children and staff development are ineffective. The quality of records is inconsistent, and Inspection report for children’s home: 2550830 5 there are significant gaps in children’s records that have not been identified. The language used in some records is not always child centred, and this has not been addressed with staff.

p.4

The effectiveness of leaders and managers: inadequate

Staff receive a range of core training. However, not all staff have achieved a relevant residential qualification within regulatory timescales.

p.5

The effectiveness of leaders and managers: inadequate

Leaders and managers have failed to challenge one child’s placing authority to ensure that decision-making about the child is in the child’s best interest. This relates to the actions taken by the placing authority when a child made a disclosure about historical abuse that they had experienced. Inspection report for children’s home: 2550830 6
