Inspection report for supported accommodation provider - monitoring visit: Rubi Living Ltd. 1 Rubi Living Ltd.
p.1
Inspected under the social care common inspection framework
p.1
provider
A private provider owns and operates this supported accommodation service. The service can accommodate up to six children living in solo accommodation and up to 31 children living in 13 shared premises that are not limited to looked-after children and care leavers.
p.1
provider
At the time of the visit, one child and five young people aged 18 and over were being supported.
p.1
provider
The nominated individual registered with Ofsted on 24 November 2023. They were previously holding the registered service manager role but withdrew from this position on 27 June 2025. There is currently no registered service manager for the organisation.
p.1
provider
An individual has been appointed to the service manager role. They have applied to register with Ofsted.
p.1
This monitoring visit
Ofsted carried out a full inspection between 16 and 20 June 2025. Due to significant shortfalls in the leadership and management arrangements and safeguarding arrangements, a notice restricting accommodation was issued. This notice prevented new children from moving into the provision. Three compliance notices were also issued under regulations 4, 5 and 27 to address the shortfalls.
p.1
This monitoring visit
This monitoring visit was carried out to monitor the provider’s progress in meeting the steps identified in the compliance notices and to determine if the concerns leading to the restriction of accommodation notice being issued had been addressed. Inspection report for supported accommodation provider - monitoring visit: Rubi Living Ltd. 2 No children have been admitted since the notice restricting accommodation was issued.
p.1
This monitoring visit
Leaders and managers do not have a good level of understanding of The Supported Accommodation (England) Regulations 2023, and they have not been proactive in addressing the shortfalls identified at the last inspection.
p.2
This monitoring visit
The nominated individual has been out of the country for an extended period, meaning action has not been taken to address the shortfalls raised previously. They withdrew from the service manager role a week after the restriction of accommodation notice and the compliance notices were served.
p.2
This monitoring visit
Ofsted cannot be assured that the provider will only support children whose needs fall inside of the scope of supported accommodation. While the provider has now implemented a new admission process for children to be accepted into the service, the nominated individual was not able to describe how this would be implemented or when children’s needs would exceed the scope of their service.
p.2
This monitoring visit
The safeguarding arrangements for children remain poor. The managers have failed to update the organisation’s safeguarding policy to guide and aid staff’s responses to children when allegations or concerns are raised.
p.2
This monitoring visit
Leaders and managers have failed to ensure that staff are aware and take appropriate action to support a child whose behaviour presents risks. The nominated individual recommended that a key-work session should be undertaken with the child. This was to increase the child’s knowledge of the actions they could take when they were concerned about the actions of staff and to learn about the dangers associated with their risk-taking behaviour. The nominated individual failed to ensure that staff carried out this session with the child.
p.2
This monitoring visit
Leaders and managers have failed to ensure that the child received the support they required to meet their changing needs. The child’s support plan and risk assessment have not been updated, following the full inspection, with relevant information to support the staff to understand how they must support and respond to the needs of the child appropriately. Leaders and managers have failed to identify these shortfalls.
p.2
This monitoring visit
Staff do not receive adequate support and direction from leaders and managers. While managers have undertaken supervision sessions with some staff, the records of these sessions are brief and do not evidence how the competence of staff is assessed. Consequently, leaders and managers cannot be assured that the staff have the skills necessary to work with the children they support.
p.2
This monitoring visit
The provider cannot be assured that all their staff are suitable to work with children and that the necessary safe recruitment checks have been followed. Leaders and managers have failed to review what recruitment checks have been completed for their existing staff members. Inspection report for supported accommodation provider - monitoring visit: Rubi Living Ltd. 3 Staff are more equipped to manage some situations, as they have now received updated safeguarding training and training to support children who may self-harm.
p.2
This monitoring visit
The requirements that were not issued as compliance notices were not considered at this monitoring visit. These will be considered during the next full inspection.
p.3
This monitoring visit
The provider has failed to meet all the steps identified in the compliance notices. Therefore, the notice restricting accommodation remains in place.
p.3
This monitoring visit
Ofsted is considering if further enforcement action is required to ensure the provider complies with their conditions of registration and The Supported Accommodation (England) Regulations 2023. Inspection report for supported accommodation provider - monitoring visit: Rubi Living Ltd. 4
