p.1
Overall experiences and progress of children and parents: good
Since the last inspection, leaders and managers have made significant improvements to ensure that the centre provides quality assessments and good support to families. While the centre has not been running at full capacity, the new registered manager has worked hard to meet the requirements from the last inspection.
p.2
Overall experiences and progress of children and parents: good
This residential family centre has a welcoming and homely feel. Families are supported well to settle in at their own pace. Children and their parents receive individualised care and support that is tailored to meet their needs.
p.2
Overall experiences and progress of children and parents: good
Parenting assessments focus on safeguarding and meeting the emotional, social, educational and health needs of children, as well as parents themselves. Assessments are good quality, fair and evidence based. They address parents’ strengths as well as their vulnerabilities. They address the courts’ letter of instruction effectively and triangulate information from family history, observations, direct key-work sessions and parenting workshops to evidence and support realistic recommendations to the court.
p.2
Overall experiences and progress of children and parents: good
Staff work closely with families to encourage them to reflect on their parenting through reflective key-work sessions and structured parenting workshops. Feedback is regularly sought from parents throughout the assessment process. Parents and their social workers receive weekly updates on their progress, which enables them to see what is working well and what could be improved. Staff develop trusted relationships with parents. The parent residing at the centre described her key worker as being ‘brilliant, lovely and she doesn’t judge’.
p.2
Overall experiences and progress of children and parents: good
Staff support parents to schedule their weekly activities and timetable. Parents can access various activities, both in the centre and in the community, such as arts and crafts, baking, baby massage groups and sensory play activities. The centre’s playroom is well resourced and spacious. In the community, families are encouraged to attend baby groups such as ‘rhyme time’ and other activities at the local children’s centres and local library. Staff refer parents to targeted support groups, such as drug and alcohol services and domestic violence programmes.
p.2
Overall experiences and progress of children and parents: good
The centre offers parents bespoke support from an in-house counsellor. The counsellor provides weekly targeted sessions for families and provides emotional support.
p.2
Overall experiences and progress of children and parents: good
The centre has a spacious back garden that is safe for children to play in. However, there are some areas of the garden that require improvement, such as the garden furniture and washing line that needs to be regularly cleaned. Repairs are also needed to the building’s front porch canopy, which needs to be securely fastened to the external wall. Families’ bedrooms are spacious and well decorated and resourced. Inspection report for residential family centre: Hawaii Lodge Limited 3
p.2
How well children and parents are helped and protected: good
Parents learn how to keep themselves and their children safe, and children’s needs are prioritised.
p.3
How well children and parents are helped and protected: good
Leaders and managers ensure that staff have the appropriate skills and training to support families’ specific health needs. For example, all staff have undertaken specific medical equipment training delivered by health professionals, to support parents in providing safe care for their child who required medical equipment.
p.3
How well children and parents are helped and protected: good
Staff show a good understanding of safeguarding procedures, including whistle- blowing and the role of the local authority designated officer.
p.3
How well children and parents are helped and protected: good
The registered manager completes thorough risk assessments that are accurate, reflect the family’s needs and have clear plans to support and mitigate the risks identified. Historic risks are made clear, as well as parents’ current risks, which means that staff always have in mind all the information that they need to know when working with families. Any safety measures put in place, such as drug or alcohol testing, are agreed beforehand as part of the family plan with placing authorities and with parents.
p.3
How well children and parents are helped and protected: good
There have been no significant safeguarding incidents at the centre. Incidents that have occurred are recorded accurately; however, management oversight is not always present. This means that leaders, managers and staff may not identify emerging trends of behaviour or risks that may require further support.
p.3
How well children and parents are helped and protected: good
Parents know how to make a complaint, and complaints are addressed fully. Leaders and managers take complaints seriously and demonstrate good knowledge of the managing allegations process if complaints are related to allegations against staff.
p.3
How well children and parents are helped and protected: good
Feedback from external partners about the staff team’s conduct and professionalism is positive. Feedback seen from one health professional describes staff as ‘attentive to their clients’ needs’ and describes the home as ‘secure and safe’.
p.3
The effectiveness of leaders and managers: good
The registered manager is suitably qualified and experienced. He has an ambitious vision for the development of the centre, and he has a good understanding of the centre’s strengths and weaknesses. The registered manager demonstrates a commitment and drive to take action, which has resulted in improvements made to the service such as updating and reviewing the centre’s operating policies.
p.3
The effectiveness of leaders and managers: good
The registered manager is committed to ensuring that the staff team remains cohesive, which has been particularly important to achieve as the centre had been vacant. He has continued to provide training opportunities and reflective group supervision while making organisational improvements alongside the responsible individual. Inspection report for residential family centre: Hawaii Lodge Limited 4 Staff say that they feel well supported and valued by the management team, adding that the registered manager is approachable. One member of staff said, ‘He makes you feel listened to.’ Staff receive regular and reflective supervision from the registered manager. The staff team meets regularly to discuss daily operations and the progress of the families undergoing assessment.
p.3
The effectiveness of leaders and managers: good
The registered manager also receives consistent and supportive monthly supervision from an external consultant.
p.4
The effectiveness of leaders and managers: good
Leaders and managers have appropriate tools and monitoring trackers in place to ensure that they have a good overview of the service. The management team ensures that monthly visits take place by an independent person, which provides objective scrutiny to further support the centre’s practice development. The admission criteria in the centre’s statement of purpose is unclear, specifically around the admission for parents under the age of 18, and this needs to be clarified. The management team meets fortnightly to review the centre’s operations and has realistically recognised areas for improvements within its own quality review and is keen to put these in place.
