Inspection report for secure children’s home – monitoring visit: 2801375 1 Oasis Restore Trust Oasis Restore Sir Evelyn Road, Rochester, Kent ME1 3ND

p.1

Inspected under the social care common inspection framework

p.1

Information about this secure children’s home

Oasis Restore Trust is dually registered as a secure children’s home and a secure 16 to 19 academy. It is operated by a charity, Oasis Secure School Trust, and is approved by the Secretary of State to restrict children’s liberty.

p.1

Information about this secure children’s home

The home provides care for up to 22 children aged between 12 and 18 years. All places available at the home are commissioned on a contractual basis by the Youth Custody Service.

p.1

Information about this secure children’s home

The commissioning of health services in this home is the statutory responsibility of NHS England under the Health and Social Care Act 2012.

p.1

This monitoring visit

Inspectors visited the home with a specialist architect. This visit forms part of the information that Ofsted provides to the Ministry of Justice (MoJ) so that the Secretary of State can consider the continuing suitability of the home to restrict children’s liberty.

p.1

This monitoring visit

Several security doors have been badly damaged, which compromises the safety of children and staff. Temporary repairs necessitated a revision of the fire safety strategy. There are other aspects of the safety and security of the home that are also compromised due to the installation of items that do not have the required resilience for a secure environment.

p.1

This monitoring visit

Managers said that the damage and security failings have led to a rise in the use of single separation for children. Single separation is where a child is locked into an area alone (usually their bedroom) as they are a serious risk to themselves or others. The increased use of single separation due to environmental failings has a negative impact on children. Inspection report for secure children’s home – monitoring visit: 2801375 2 Children and staff have reported to managers on several occasions that the temperatures in the education block are very high. Working and learning in the education block can be very difficult.

p.1

This monitoring visit

The outside areas that children access are not maintained to a good standard. Large sections of the grass beds have died, resulting in widespread bare patches, while other areas are overrun with weeds.

p.2

This monitoring visit

Inspectors identified serious safety and security issues in two areas of the home. Managers stated they would remedy these urgently.

p.2

This monitoring visit

Managers are open and transparent about the current position with the building. The MoJ is responsible for the building, including expediting repairs and ordering necessary items, but it has failed to ensure that the replacement items needed are available and installed within a reasonable time frame. After careful consideration, the provider has reluctantly decided to pause placements immediately and then to temporarily close the home in or around September 2025. They have advised the regulator, the Youth Custody Service and the MoJ accordingly. This temporary closure will allow time for the environment to be fully assessed, for new security doors to be delivered and installed, and for other essential works to take place. The responsible individual is confident that they can provide appropriate secure care to the small group of children in the short period until the home temporarily closes.

p.2

This monitoring visit

The requirements and recommendations raised at the last inspection will be reviewed at the next inspection. Inspection report for secure children’s home – monitoring visit: 2801375 3
