Inspection report for supported accommodation provider - monitoring visit: SwiftCF Supported Accommodation Service 1 SwiftCF Supported Accommodation Service
p.1
Registered provider: Swift Care First Ltd
p.1
Inspected under the social care common inspection framework
p.1
provider
This service is owned and operated by a private provider. It can accommodate up to eight children living in four shared premises, one of which is limited to looked-after children and care leavers. At the time of the visit, no children were being supported.
p.1
provider
There has been no registered service manager since 29 May 2025.
p.1
This monitoring visit
Ofsted carried out a monitoring visit on 8 April 2025. This was in response to concerns raised by a child about staff’s ability to meet their needs and keep them safe. This information indicated that the provider was accommodating a child who should not be living in supported accommodation. Following the visit, a notice restricting accommodation, to prevent new admissions, and two compliance notices were issued.
p.1
This monitoring visit
On 20 May 2025, Ofsted carried out a further monitoring visit to monitor compliance with the notices. No children had been admitted since the previous visit, and the child who was being accommodated had moved on to a more suitable placement. However, insufficient progress had been made in relation to meeting the notices. The compliance notices were reissued, and the notice restricting accommodation remained in effect.
p.1
This monitoring visit
On 29 May 2025, the registered service manager contacted Ofsted to cancel their registration and left the service. Inspection report for supported accommodation provider - monitoring visit: SwiftCF Supported Accommodation Service 2 On 30 June 2025, Ofsted carried out a further monitoring visit to monitor compliance with the notices. Despite attempts made, Ofsted was unable to enter and inspect premises, review documentation or speak to those responsible for the operation of the service. Therefore, Ofsted was unable to review the provider’s progress and the notice restricting accommodation and two compliance notices were reissued.
p.1
This monitoring visit
The purpose of this latest visit was to monitor compliance with the notice restricting accommodation and progress made in relation to the two compliance notices. The inspector visited one of the premises and spoke with the nominated individual, the chief executive officer and staff. It was confirmed that no children had been admitted since the previous child had moved out of their accommodation in April 2025.
p.2
This monitoring visit
Leaders had taken some steps towards recruiting a new service manager; however, a suitable person had not been identified. The registered provider confirmed the nominated individual would provide interim management cover and would therefore carry out dual roles until a suitable service manager was employed.
p.2
This monitoring visit
Insufficient progress has been made in relation to improving the provider’s safeguarding procedures. Leaders demonstrated they had provided staff with additional support to help them understand child protection procedures. However, leaders had not taken sufficient steps to improve their own knowledge around managing child protection investigations safely or ensuring that allegations are reported to the relevant safeguarding agencies. This meant that one compliance notice was reissued and the notice restricting accommodation remains in place.
p.2
This monitoring visit
Leaders and managers demonstrated improvements in the referrals and admissions procedures, to ensure that all relevant information is gathered and assessed prior to admission. Only children whose needs can be met in supported accommodation are considered for the service. Improvements include reviewing procedures to ensure that children’s placements meet their individual needs. As a result, the compliance notice in relation to this has been met.
p.2
This monitoring visit
Four requirements were also raised at the last visit. These have not been fully considered and will be reviewed at the next inspection. Inspection report for supported accommodation provider - monitoring visit: SwiftCF Supported Accommodation Service 3
