p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 2718094 2

p.1

Findings from the inspection

This assurance inspection was carried out following concerns being raised to Ofsted regarding the care of children. We identified the following serious and widespread concerns in relation to the care or protection of children at this assurance inspection:

p.2

Findings from the inspection

 Staff are not able to consistently and effectively manage children’s behaviour so that children are safe and socially able.  Leaders and managers do not consistently gain or analyse all needed information to consider children moving into the home.  Children lack routines which impacts on their education and wellbeing.  Leaders and managers have failed to maintain sufficient oversight of children’s bedrooms leading children to have unsafe and unsanitary rooms.  Leaders and managers have not ensured that care is provided in accordance with the home statement of purpose or that they have the skills to lead effectively.

p.2

Findings from the inspection

Leaders and managers have failed to ensure that there is a consistent approach to managing children’s behaviours. There have been several incidents where staff have called the police to support them in managing children’s behaviour. Staff do attend a range of training, but this is not incorporated into their practice effectively. In addition, leaders have not reflected on this shortfall in practice or taken responsibility for staff’s inability to safely care for children.

p.2

Findings from the inspection

Leaders and managers have failed to ensure that children have effective daily routines that support stability and engagement in education. Children regularly remain in bed during the daytime, and staff do not show an ability to engage children to effect a positive change in their view of education and learning.

p.2

Findings from the inspection

Leaders, managers and staff have failed to ensure that children have safe boundaries. They do not ensure that children are supported to understand their behaviours and help them to become socially aware of their environment and the community in which they live.

p.2

Findings from the inspection

Leaders, managers and staff have failed to ensure that children have a safe and suitable environment to sleep in. Children’s bedrooms were in extreme states of disarray and disrepair, with clothes all over the floor, holes in walls, mattresses on the floor as beds were broken and toilets in ensuite bedrooms that did not flush but were in frequent use. Despite these unsafe conditions, records show that regular room checks are being completed and no concerns are noted. During the inspection, leaders and managers did not take accountability for the conditions of the bedrooms and placed responsibility for this with the children. This indicates an abdication of responsibility by the adults who are responsible for children’s safe care and their living environment. Assurance inspection report for children’s home: 2718094 3 Leaders and managers have failed to create a stable home for children. The manager receives considerable amounts of information about children before they

p.2

Findings from the inspection

move into the home so they can complete an assessment as to whether children’s needs can be safely met. These assessments are of poor quality. They do not sufficiently consider children’s individual needs and their previous experiences. This means that children do not receive the most appropriate support to meet their needs. The manager is also unrealistic about the staff’s ability to provide good care. Children have frequently been moved from the home after placement breakdowns. This has created further instability for children that have remained at the home, and the children who leave experience unplanned endings to their time in the home.

p.3

Findings from the inspection

Leaders and managers have failed to ensure that all areas of the home are accessible to children. Doors to the rear of the property are unnecessarily locked. Staff have become complicit in this practice, and this has been inappropriately integrated into the day-to-day behaviour management practice in the home.

p.3

Findings from the inspection

As a result of this assurance inspection, Ofsted issued a compliance notice in respect of regulation 13, the leadership and management standard. Ofsted will monitor the provider’s compliance with the notice to determine if any further action is required. Assurance inspection report for children’s home: 2718094 4
