Inspection of Treetops Gloucester 10 Denmark Road, Gloucester GL1 3HW

p.1

Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Good

p.1

The provision is inadequate

The provider does not ensure that children are safe. Staff working with the younger children do not understand how to identify risks that could cause children harm. Furthermore, weaknesses in the deployment of staff and the supervision of children mean that staff do not notice when babies hurt themselves. Parents are not consistently informed when children have accidents, and records of accidents are not maintained as required. In addition to this, leaders do not ensure that the complaints procedure is followed when parents raise concerns regarding the care provided.

p.2

The provision is inadequate

The provider does not ensure that staff receive the support they need to carry out their roles and responsibilities appropriately. Leaders and staff lack a clear understanding of how to deliver the curriculum effectively or adapt it to meet the needs of the children. Staff interactions with children are variable. Some staff simply watch children play and do not know how to engage them or extend their learning. Although there is a key-person system in place, this is not implemented well. Staff do not consistently gather necessary information from parents to help them to support children to settle and make relationships with their peers.

p.2

The provision is inadequate

While some children with special educational needs and/or disabilities (SEND) have been identified and have support plans in place, staff do not have the skills or training to implement these plans effectively or to engage these children purposefully in learning. In addition, staff do not take appropriate action to support other children who have gaps in their development, including those who learn English as an additional language. As a result, children do not receive the targeted support they require to make progress in their learning.

p.2

The provision is inadequate

Despite the weaknesses identified, staff are friendly and welcoming, and children arrive happy. Children behave well and have nice relationships with the staff and their peers.

p.2

need to do better?

n Leaders do not ensure that staff understand how to identify and manage risks in the environment. They do not consider how to keep babies safe as they climb on the activity table and try to pull themselves up on equipment that moves. The deployment of staff and the supervision of younger children are poorly organised, placing children at further risk. For example, staff working with the youngest children do not notice when children fall and hit their heads or when children take food away from the table out of sight of staff. While senior leaders were responsive to the findings of the inspection, not enough action is taken to identify shortcomings for themselves.

p.2

need to do better?

10 June 2025 n Leaders and staff do not consistently follow the procedures relating to accidents. Parents are not always informed about accidents or told how they happened. Furthermore, leaders and staff do not ensure that accident records are accurately completed or maintained. n Leaders do not follow the required procedures for handling complaints. Concerns raised about the quality of care provided to children are not appropriately investigated, recorded or addressed. In addition to this, serious complaints are not being reported to Ofsted, as required. n Leaders and staff do not ensure that they tailor children's care to meet their individual needs. Although a key-person system is in place, not all staff get to know the children they are responsible for well enough or understand their specific needs. As a result, children do not receive the individual support they need to build on their previous learning and make progress. Although leaders

know that some children are learning English as an additional language, this information is not shared with staff. Not enough is done to help these children to develop their language and communication skills so they can communicate their needs and interests and make relationships with their peers. n Leaders do not ensure that staff can effectively carry out their roles and responsibilities. Staff do not know how to implement the intended curriculum to build on what children need to learn next. The quality of staff interactions with children and the support they provide are not consistent. For instance, staff often sit and watch children play without engaging them in conversation to encourage thinking and to promote communication and language development. Although support for the older children is better, this is not consistent, and staff do not offer the challenge these children need to prepare them for the next

p.3

need to do better?

stage in their learning. As a result, children do not make the progress they are capable of. n Staff do not fully understand how to support children with SEND and do not have high enough expectations for these children. Although staff with lead responsibilities for SEND have developed plans tailored to individual children's needs, other staff lack the knowledge and skills to follow these plans or engage with the children meaningfully. Furthermore, children with delays in their progress are not swiftly identified or given support to help them to progress with their learning. n Older children enjoy playing imaginatively. They are confident to ask staff to read to them as they enjoy listening to stories with their friends. n Leaders ensure that staff carry out mandatory training such as first aid and child protection. Staff suitably understand their responsibilities in being vigilant of children's well-being, and they know how to report any safeguarding concerns.

Information about this early years setting

Treetops Gloucester registered in 2009 and operates in the city of Gloucester. The nursery offers care from Monday to Friday, 8am to 6pm, all year round, except for bank holidays. There are 20 members of staff who work with the children. Of these, 10 hold appropriate childcare qualifications at level 3 and two at level 2. The nursery is in receipt of funding for the provision of free early education for children aged two, three and four years.

p.6

Inspection activities

n We carried out this inspection as a result of a risk assessment, following information we received about the provider. n The manager and the inspector completed a learning walk together of all areas of the nursery and discussed the early years curriculum. n The inspector talked to staff, parents and children at appropriate times during the inspection and took account of their views. n The inspector observed the quality of education being provided, indoors and outdoors, and assessed the impact that this was having on children's learning. n The inspector looked at relevant documentation and requested evidence of the suitability of staff working in the nursery. n Staff spoke to the inspector about how they support children with SEND. n The inspector had a meeting with leaders in the organisation.

p.7

Inspection activities

We carried out this inspection under sections 49 and 50 of the Childcare Act 2006 on the quality and standards of provision that is registered on the Early Years Register. The registered person must ensure that this provision complies with the statutory framework for children's learning, development and care, known as the early years foundation stage.

p.7
