Inspection report for supported accommodation provider - monitoring visit: MEL Supported Living Ltd 1 MEL Supported Living Ltd

p.1

Registered provider: MEL Supported Living Ltd

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is owned and managed by a private provider. The service provides two shared supported accommodation premises that are limited to accommodating looked-after children and care leavers.

p.1

provider

The registered service manager, who is also the nominated individual and director, registered with Ofsted when the service was registered in January 2024.

p.1

provider

On 13 March 2025, Ofsted issued a notice suspending the registration of the provider.

p.1

This monitoring visit

Ofsted carried out a monitoring visit on 13 March 2025 to address specific concerns received by Ofsted relating to unsafe recruitment practices. This visit identified significant regulatory shortfalls regarding safer recruitment practices and the leadership and management of the service. Ofsted issued a notice suspending the registration of the provider, and two compliance notices.

p.1

This monitoring visit

On 15 April 2025, Ofsted carried out a further monitoring visit to assess the progress made to meet the steps in the compliance notices, and to monitor the notice suspending the registration of the service. Ofsted found that leaders and managers had taken insufficient action at that time and reissued the two compliance notices. The suspension notice remained in place. Inspection report for supported accommodation provider - monitoring visit: MEL Supported Living Ltd 2 The purpose of the visit on 2 June 2025 was to again review the provider’s compliance with the suspension notice and to assess the progress made against the compliance notices.

p.1

This monitoring visit

Children who lived at the supported accommodation undertaking had moved to alternative accommodation and support arrangements. The provider told Ofsted that they have not admitted any new children to the service and that they are not responsible for the support of any children at any premises address linked to their registration.

p.2

This monitoring visit

The provider confirmed that they do not currently have any staff employed and that they were in the process of recruiting. The safer recruitment processes and procedures in place do not align with one another. In addition, when the inspector discussed this with the registered service manager, who is also the nominated individual and sole director, they were not familiar with the content of the documentation or the policies presented, despite confirming that these were the organisation’s policies. The provider was unable to demonstrate that they have taken sufficient steps to ensure that their recruitment practices meet the requirements of the regulations to keep children safe.

p.2

This monitoring visit

The arrangements for staff to receive suitable induction, training and development were not clear. For example, the policies, procedures and processes did not correspond with each other. The registered service manager was unable to demonstrate that their processes are clear and sufficient to ensure that staff have the relevant training and development opportunities to provide them with the skills required to meet children’s needs safely and effectively.

p.2

This monitoring visit

Clear processes to ensure the safe and suitable admission of children were not in place. The registered service manager could not demonstrate that they had taken sufficient steps to implement admission arrangements to ensure that children’s needs and risks are suitably assessed and are appropriate for supported accommodation at the point of admission.

p.2
