Report for childcare on domestic premises

p.1

Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Good

p.1

The provision is inadequate

Leaders do not ensure they comply with welfare requirements. They do not follow safe staff recruitment procedures, especially with regard to agency staff. They also fail to ensure that Ofsted has been notified of all staff working on the domestic premises. Staff do not have a clear understanding of local safeguarding concerns. Staff do not follow hygiene procedures when serving food to children. All this puts children's safety and well-being at risk.

p.2

The provision is inadequate

Children do enjoy messy activities and playing with play dough. They use utensils to roll out and cut different shapes. Children also enjoy garden time, playing chase and moving in different ways in the garden. Younger children are supported in using the see-saw, moving up and down.

p.2

The provision is inadequate

Staff do have expectations for children's behaviour and help them to understand right from wrong. The curriculum, however, is not ambitious. Although children enjoy activities, they do not provide enough challenge for most-able children. There is a lack of educational support for children with special educational needs and/or disabilities (SEND). The quality of teaching is not consistent, and children are not making the progress they are capable of due to this.

p.2

need to do better?

n Leaders have a disregard for meeting the welfare requirements. They have not submitted details of staff working in the setting to Ofsted so their suitability can be checked. This means staff who have not had their suitability confirmed have unsupervised contact with children. This puts children's safety at significant risk. Leaders have been issued with two welfare requirement notices prior to the inspection that they have not met. n Leaders have not ensured they meet registration requirements for care on domestic premises. They have failed to comply with a requirement imposed on them by the regulations. There is no one living on the premises, which is a breach of welfare requirements. n Staff have a basic understanding of safeguarding and the signs that a child may need protection. They have not been supported by leaders to be alert to local safeguarding concerns to help keep children safe from harm and neglect.

p.2

need to do better?

n Leaders have not ensured that the required documentation is available at all times. Senior leaders were not present in the setting, and staff did not have access to certain documentation, such as staff recruitment files. Leaders do not record vetting procedures for staff, especially agency staff, to show what checks have been carried out. They do not follow robust recruitment processes to ensure staff are suitable to work with children. n The key-person system is not effective. When key persons are absent from the

22 April 2025 setting, covering staff are not aware of children's next steps and how to support their development. They are not able to support children with their individual learning needs. n Systems to support children with SEND are not effective. Staff caring for these children at the time of the inspection are not aware of targets and next steps. Documentation available is not up to date to show the progress, if any, children have made. Activities are not meaningful for these children and do not help them to work towards the early learning goals. n The curriculum is not ambitious for any children attending the setting. Most-able children are not sufficiently challenged to make the progress they are capable of making. Staff's questioning of children is not effective and does not allow children to think about answers to stretch their learning. n During music activities, staff shrug their shoulders at children when they do not

respond to questions and then sit in silence. This does not help to promote children's learning. n Staff do not promote effective hygiene procedures. They wear gloves to serve food. However, while they do this, they also take children's shoes off and go back to serving food wearing the same pair of gloves. This puts children at risk of cross-contamination.
