Inspection report for children’s home - monitoring visit: 2654423 1 Registered provider: Hazelmont Social Care LTD

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is operated by a private company. It is registered to provide care for up to three children who may have experienced childhood trauma that has led to unmet emotional needs that require specialist care and support.

p.1

Information about this children’s home

At the time of this visit, two children were living in the home. This is unchanged from the most recent full inspection. Inspectors spoke to one of the children living in the home, and the other child chose not to speak with inspectors.

p.1

Information about this children’s home

The manager registered with Ofsted in November 2024 and holds a relevant qualification.

p.1

This monitoring visit

This monitoring visit was undertaken because the home was judged inadequate at the last full inspection. In addition, Ofsted received information raising concerns about fire safety.

p.1

This monitoring visit

The purpose of this visit was to make sure that leaders have taken sufficient action since 12 March 2025 to safeguard children and to check that the leadership and management arrangements are sufficient. In addition, children’s care and the home environment were reviewed.

p.1

This monitoring visit

Following this visit, one of the requirements is found to have been met, while work is ongoing to meet the other two. No further breaches of regulation were identified during this visit, and no additional requirements were made.

p.1

This monitoring visit

Leaders and managers have undertaken the necessary actions to reduce the fire risk within the home. Clutter has been removed from the cellar, a fire door has been Inspection report for children’s home - monitoring visit: 2654423 2 replaced, fire extinguishers are now all in place and staff have received online training in fire safety. In addition, leaders and managers have arranged fire marshal training for all members of staff to complete. Because of this, children are safer and the requirement relating to fire precautions is met.

p.1

This monitoring visit

The assessment of risks to children is improving. However, some risky behaviours are not clearly documented, limiting staff’s understanding of risk and their ability to keep children safe.

p.2

This monitoring visit

The supervision of children by staff at times remains an issue. This has contributed to incidents of conflict between children. However, leaders and managers are taking action to challenge and address this with staff. Staff have conversations with children about their relationships with one another, but this is an ongoing area of development in the home.

p.2

This monitoring visit

Children have experienced further instability in staffing. Since the full inspection, two members of staff have moved on from the home. This has resulted in increased use of bank staff and staff from other homes. Leaders and managers have successfully recruited to fill these vacancies, and over time, this should contribute to consistency of care for children.

p.2

This monitoring visit

Leaders and managers recognise that the morale of staff in the home is low at present. They have plans in place to ensure that staff feel increasingly supported. However, they have not yet implemented these plans.

p.2

This monitoring visit

The manager feels well supported by the responsible individual, and there are plans in place to strengthen leadership of the home with the addition of a deputy manager and a trainee responsible individual. Some of the actions to upskill staff with additional training, including the use of a managers’ development programme, are in their infancy. Leaders and managers require more time for these plans to be realised. Inspection report for children’s home - monitoring visit: 2654423 3
