p.1
The provision is inadequate
Leaders do not ensure that children are safe in this setting. They do not follow safe recruitment procedures robustly, which means that suitability checks are not fully implemented. In addition, staff have not completed safeguarding training to ensure that they fully understand policy and procedures. This includes what to do if they have concerns about the conduct of staff towards children. Leaders do not have a good understanding of the referral processes and timings if they have a concern about children's welfare. This compromises children's safety.
p.2
The provision is inadequate
Nonetheless, children generally arrive happy. Staff are kind and responsive to children's emotional needs. They provide cuddles and words of reassurance to help children to settle into nursery. Staff talk to children during their play to support their understanding. However, at times, teaching is not targeted at an appropriate level to support each child's stage of development.
p.2
The provision is inadequate
Leaders do not ensure that they provide an ambitious curriculum for all children. As a result, there are times of the day where children disengage from their learning. The environment is not adequately set up to excite children to be curious, take risks and explore. Staff do not support children adequately to have a positive attitude to their learning throughout the day. Teaching does not support children of all ages and stages of development or enable them to reach their full potential.

need to do better?
n Weaknesses in leadership have an impact on children's safety. Leaders do not ensure that staff have an adequate knowledge of safeguarding or that children's safety is a priority at all times. Staff do not know the procedures to follow if there are concerns about children. In addition, not all staff know what to do if there are concerns about the conduct of staff towards children. Leaders do not follow safe recruitment procedures consistently, which means that the suitability of staff is not assured. n Leaders do not have a strong oversight of the curriculum. Teaching is weak during parts of the day and the curriculum does not ensure that all children learn in sequence. Staff have not considered how resources and the environment, indoors and outdoors, support children's individual needs and interests. For example, quieter children are often left disengaged when playing as they have not been sufficiently considered during the planning of the day. This means that

children do not reach their full potential. n Leaders do not ensure that staff have a robust induction when they begin working at the nursery. They do not make sure that staff understand the clear learning intentions for children or that teaching is being delivered in sequence. Regular supervision sessions for staff are not in place to identify staff's

29 April 2025 strengths. Leaders do not support staff to implement the curriculum effectively and consistently. n Leaders do not have an effective key-person system in place. Staff and leaders do not ensure that the day is effectively planned for children. Staff do not fully understand or support children's individual needs throughout the day. n Leaders work with the local authority's team to access support for children with special educational needs and/or disabilities (SEND). They review support plans to identify strategies to support children's individual needs. However, not all staff are fully aware of children's individual needs to ensure a consistent approach to their teaching. n Leaders do not adhere to the childcare qualification requirements of the early years foundation stage. This has had an impact on the standard and breadth of the curriculum being delivered. n Staff support children, including those who speak English as an additional

language, to develop their language skills. For example, as children explore the sand tray, staff talk to children about the shapes they make. Staff ask children to compare 'big' and 'small' and share their understanding of new words and their meaning. n Children enjoy listening to stories during the day. Staff use changes in their tone of voice to capture children's attention. Children listen in awe and recall familiar parts of the story 'The Very Hungry Caterpillar'. Staff ask children questions to check their understanding of the fruits that they see and count as they follow the story. n Staff support children with some aspects of their physical development. Children enjoy using play dough to create body shapes. They roll the dough with their fingers and manipulate into shapes using their small finger muscles. This helps to support early writing. Young children use blocks to build a tower with the
