Inspected under the social care common inspection framework
p.1
provider
This supported accommodation is operated by a private provider in the east of England. The provider can accommodate up to 13 individuals in five shared or group-living premises that are limited to accommodating looked-after children and care leavers. At the time of the inspection, seven looked-after children aged 16 and 17 were accommodated.
p.1
provider
The service manager registered with Ofsted in February 2024.
p.1
This monitoring visit
The purpose of this visit was to assess the progress made by the provider to meet the steps set out in the compliance notices issued under section 22a of the Care Standards Act 2000. These relate to regulation 4 (the leadership and management standard) and regulation 7 (the support standard).
p.1
This monitoring visit
Meetings were held with the nominated individual, the registered service manager, two support workers and two children.
p.1
This monitoring visit
Leaders and managers have made significant improvements in several areas. They have not admitted any children into the service since the previous monitoring visit. However, a robust process for managing referrals is now in place and children will only be admitted if their assessed needs can be met. They have improved their processes for deciding if children are suitable to live together in shared accommodation. They consider decisions about admissions carefully and no longer move children into accommodation at short notice. Inspection report for supported accommodation provider - monitoring visit: Transition Care Peterborough Ltd 2 Leaders and managers have amended their practices to ensure that they are operating in line with the provider’s statement of purpose. Staff support children to manage their vulnerabilities rather than attempting to remove risks from children. Staff also help children to manage and administer their own medication.
p.1
This monitoring visit
Leaders and managers have made improvements to staff recruitment processes. They carry out verbal checks with reference providers when there is reason to do so. This helps to ensure that staff are suitable to work with children.
p.2
This monitoring visit
Leaders and managers have improved the way in which they plan and record the support provided for children. They have reviewed each child’s support plan and risk assessment. They ensure that these plans include information obtained during the referral process. However, they do not always ensure that plans contain current information. This can make it difficult for staff and children to understand how children’s plans correspond to their current needs.
p.2
This monitoring visit
Leaders and managers ensure that when children go missing from home, staff take appropriate steps to safeguard them. They consult effectively with the local authority and ensure that each child is offered an independent interview when they return home.
p.2
This monitoring visit
Leaders and managers have notified Ofsted of all serious events affecting children. This has enabled the regulator to have oversight of the provider’s safeguarding practices. However, leaders and managers have failed to provide Ofsted with a quality of support review in line with regulatory requirements. This is a missed opportunity to reflect on areas of identified strengths and weaknesses and the experiences of children.
p.2
This monitoring visit
A case review was held on 27 March 2025. The decision was made that the provider had made sufficient progress to meet the steps in the two compliance notices. Inspection report for supported accommodation provider - monitoring visit: Transition Care Peterborough Ltd 3
