p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 2620366 2

p.1

Findings from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

As part of this inspection, the inspector spoke to the child living at the home.

p.2

Findings from the inspection

Leaders and managers have sufficiently addressed concerns raised at the last inspection. All four requirements and two recommendations have been met. Managers have developed a quality improvement plan, which is regularly monitored. This has led to effective changes to improve the quality of care provided.

p.2

Findings from the inspection

Since the last inspection, one child has moved into the home. This home was identified as a short-term placement for the child until an alternative setting could be found in the child’s local authority. This is in line with the child’s care plan of reunification with their birth family.

p.2

Findings from the inspection

The local authority requested an extension of this placement for the child due to delays in identifying a local provision. The manager appropriately escalated the necessary changes in the child’s current education provision and advocated for an increase in the number of their hours. This has led to the child making educational progress from their starting point.

p.2

Findings from the inspection

Staff help and encourage the child to stay in touch with their family. Staff understand the importance of helping the child to maintain relationships with people who are important to them. Staff have encouraged the child to spend more nights with their birth family so that progress can be achieved to support their care plan of reunification.

p.2

Findings from the inspection

The home environment is welcoming. There has been a lot of investment in the property since the last inspection. The child’s bedroom is personalised according to their interests and hobbies. Regular key-work sessions are carried out with the child to explore their wishes and feelings about their home environment. When the child requests changes to be made, staff listen and respond appropriately. This validates the child’s wishes and enables them to feel heard. However, the records of these requests and actions taken are not consistently dated by the author or by the manager reviewing these records. This limits the manager’s ability to monitor the timeliness of responses to children when they express their wishes and feelings.

p.2

Findings from the inspection

Staff generally manage safeguarding incidents well. Behaviour support plans and risk assessments are regularly updated and include guidance for staff to follow to keep the child safe. The manager identified a missed opportunity for staff to employ de-escalation strategies before to resorting to physical restraint, indicating that management oversight was unclear regarding the appropriate application of this intervention and the specific actions required to rectify the situation. Assurance inspection report for children’s home: 2620366 3 Since the last inspection, staff have received a wide range of training. However, one member of staff has not attained the relevant qualification within the required time frame. Leaders failed to identify this outstanding issue at an early stage so that a plan of support could be implemented to ensure that the qualification could be achieved on time.

p.2

Findings from the inspection

Staff receive regular, good-quality supervision. New members of staff are safely recruited. Staff say that they feel listened to and supported by the leadership team, with regular team meetings held to acknowledge progress and discuss areas for improvement.
