Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
We did not identify any serious or widespread concerns that could place children at risk of harm or fail to safeguard and promote their welfare at this assurance inspection. However, we identified some shortfalls in the quality of care and the effectiveness of leaders and managers.
p.2
Findings from the inspection
This assurance inspection was carried out to address specific concerns or allegations received by Ofsted.
p.2
Findings from the inspection
During the inspection, the inspector spoke to one of the children living at the home.
p.2
Findings from the inspection
Children have not received consistent care and support from all staff. Individual staff members have not always worked effectively as a team, and there have been significant changes in personnel since registration. Staff responses to children have not always taken account of their background. This has not aligned with the home’s ethos or statement of purpose.
p.2
Findings from the inspection
Some staff members have positive relationships with the children. Laughter and playfulness were heard during the inspection. Staff support children in achieving calmness when they are in distress and can de-escalate challenging situations without the regular use of physical restraint.
p.2
Findings from the inspection
Children have poor attendance and engagement with education. Staff are inconsistent in supporting and encouraging them to attend each day. Staff do not provide enough alternative informal educational opportunities in the home to support children’s learning.
p.2
Findings from the inspection
One child spends long periods in their bedroom or socialising in the community. They appear isolated from staff and the other child in the home. Staff have not made good progress in settling them into the home and establishing an interactive relationship with them.
p.2
Findings from the inspection
Leaders have taken appropriate action in response to allegations about staff. This includes oversight from the responsible individual. Further improvement is needed to prevent any conflicts of interest.
p.2
Findings from the inspection
The manager has not yet resolved weaknesses in staff practice and training. Staff meetings and monitoring tools are not being used to drive improvements in practice.
p.2
Findings from the inspection
Leaders are confident that they have addressed an emerging closed culture in the staff team. Although new to the role, the manager receives good support from the responsible individual. The manager works alongside an acting deputy with management experience. They are aware of the home’s strengths and weaknesses and have a clear plan to improve practice.
