Information about this inspection

At this inspection, the inspector evaluated:

p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 2639649 2

p.1

Findings from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance visit.

p.2

Findings from the inspection

Since the last inspection, one child has moved out of the home and one child has moved into the home. Children move into the home in a planned way. This reduces the risk of them feeling anxious about moving to a new environment.

p.2

Findings from the inspection

However, essential placing authority documentation is missing from children’s records. This prevents the manager from ensuring that children are receiving care in accordance with their assessed needs.

p.2

Findings from the inspection

Since the last inspection, the manager has reflected on the shortfalls identified around restricting children’s access to areas of the home. The kitchen is now left open, and there is a plan for children to take part in key-work sessions about the safe use of kitchen appliances. However, only one child so far has taken part in these discussions.

p.2

Findings from the inspection

Careful planning with social work partners helps children spend time with family and friends and gives them the chance to build and maintain significant relationships.

p.2

Findings from the inspection

Safety plans help staff understand children’s associated risks and how to protect them. However, risk assessments for self-injurious behaviour do not provide staff with full guidance about the individualised support children require to keep them safe. For example, bedroom checks to remove objects that could cause further harm are not considered as a risk management strategy.

p.2

Findings from the inspection

Measures to identify when children leave the home unauthorised have been introduced. Records demonstrate that when children do go missing from the home there is a determined effort to find them. Children are always offered an independent return home interview. However, these interviews are not taking place within recommended timescales.

p.2

Findings from the inspection

Direct work with children is not always child focused and meaningful. Consequently, the requirement around positive relationships has been restated.

p.2

Findings from the inspection

Training that supports staff to meet children’s individual needs has been completed. However, staff have not had refresher training on self-injury to support staff to manage children’s current risks.

p.2

Findings from the inspection

Management stability in the home supports the children and staff to feel secure. The manager knows the children well and has demonstrated that she is a strong advocate for them by ensuring that their safety and well-being are prioritised. Assurance inspection report for children’s home: 2639649 3
