p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: SC478134 2

p.1

Findings from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

Since the last inspection, leaders have worked to improve the care that children receive. The new manager responded quickly to the requirements made at the last inspection and eight out of nine requirements have been met.

p.2

Findings from the inspection

Improvements have been made in respect of the management oversight of children’s care. As a result, leaders and staff demonstrate greater understanding of the needs and progress of children, and they are more effectively escalating concerns with the children’s placing authorities to ensure that children’s needs are met in accordance with their plans.

p.2

Findings from the inspection

When children make complaints or allegations, these are now investigated in a timely manner. Children are supported to understand the steps taken and are kept updated throughout the process. As a result, children feel listened to.

p.2

Findings from the inspection

Risks are identified and understood by staff. The quality of relationships that staff develop with children and the careful approach taken to care planning enable staff to identify and respond to new and emerging risks. Changes have been made to risk management plans to ensure that the child’s voice is visible and clear to the reader.

p.2

Findings from the inspection

Incident reports are detailed and include any lessons learned to improve practice. Staff listen to children and help them to reflect on incidents. This promotes children’s self-awareness and helps them to manage their behaviour. When there has been the need for staff to use physical intervention, improvements have been made to the recording of this. Records now contain all the necessary information, and as a result recording has enabled the manager and staff team to reflect and support children better.

p.2

Findings from the inspection

Children are now aware of the fire procedures in the home, and the actions set by external assessments are responded to in a timely manner. This ensures that the home is safe for children.

p.2

Findings from the inspection

All staff are now receiving practice-related supervision and staff say that this helps them to take time to reflect on their practice and improve it. When the manager and responsible individual have concerns about staff practice, they follow the correct procedures and, when needed, take immediate action. This ensures that children are safeguarded effectively.

p.2

Findings from the inspection

Staff have completed a wide range of additional training that is specific to children’s needs. This means that the staff team has developed the relevant knowledge and skills to be able to meet children’s needs. The manager’s monitoring of training is now effective, with monitoring tools in place to track the training needs of staff. Assurance inspection report for children’s home: SC478134 3 Since the last inspection, two children have left the home and one child has moved in.

p.2

Findings from the inspection

Children’s care is not always well planned. When children move into the home, assessments completed by managers do not fully evaluate their needs or those of the children already living in the home. In addition, there are not always robust reviews when children move out of the home to consider the progress children have made or to inform any future learning.

p.3

Findings from the inspection

The current workforce development plan does not take into consideration any adaptations that may need to be made to the induction process for part-time workers in the home. As a result, timescales for their inductions are not clear. Assurance inspection report for children’s home: SC478134 4
