p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 2696604 2

p.1

Findings from the inspection

Since the last inspection, the manager has registered with Ofsted, one child has moved to another home and one child has moved into this home.

p.2

Findings from the inspection

The arrangements for the child to move into the home were thorough and planned over a few weeks, to make sure that the child was prepared to move into the home, which is a long way from their home area.

p.2

Findings from the inspection

The registered manager and deputy manager started working at the home just before the last inspection. Since that time, they have made significant changes and improvements to the way the home operates and to the quality of the home environment, including the furniture and decoration. Several rooms at the home have been redecorated and refurbished. On the day of the inspection, a new fire door was installed. The bathrooms have been updated, and the children have worked with staff to redecorate their bedrooms to reflect their tastes and interests.

p.2

Findings from the inspection

The children like living at the home and said that the staff make living at the home fun. They feel settled. They say that the staff are always available to help and encourage them. The number of significant incidents has reduced, children no longer cause damage to the home and staff are more confident in dealing with challenging situations.

p.2

Findings from the inspection

Due to a combination of changes in the staff team, management arrangements and support from the in-house therapist and tutors, children are making good progress.

p.2

Findings from the inspection

Children work with the tutors who visit the home daily, and their overall engagement and productivity have improved. They are making good progress with their education achievements. There are long-term plans in place for both children to return to schools or other alternative education provision, so that they access a wider curriculum and interact with other children.

p.2

Findings from the inspection

Staff support both children to see their family and friends frequently, and this has helped to improve their family relationships. Staff encourage the children to take part in meaningful activities with their families and are available to support children and their families if anything goes wrong during overnight stays.

p.2

Findings from the inspection

Children say that the staff keep them safe. They know how to raise any concerns or complaints. However, no complaints have been made. Since the last inspection, there has only been one use of restraint, which was appropriate and recorded in detail. The children have not been missing from the home, and there has been no use of consequences.

p.2

Findings from the inspection

A serious safeguarding concern emerged towards the end of the inspection, and the manager and deputy manager responded quickly and took appropriate action to safeguard children. Assurance inspection report for children’s home: 2696604 3 Since the last inspection, the manager and deputy manager have made significant changes to care practice, developed the staff team and improved systems and processes to enable them to monitor and manage records and staff practice. The manager and deputy manager have worked alongside staff to observe practice and model the childcare practice they expect. This is reflected in the progress the children are making in so many aspects of their lives.

p.2

Findings from the inspection

A new independent person has started visiting the home, and their reports are detailed and thorough. The independent person makes appropriate recommendations to support the manager and deputy manager to continue to improve many aspects of the home.

p.3

Findings from the inspection

A requirement from the last inspection was to carry out a review of the quality of care and submit the report to Ofsted. The report submitted lacks analysis and is mainly a description of what staff do now. There is limited input from children, staff and professionals. The report outlines the actions that the manager intends to take to improve the quality of care; however, there are no dates for their completion or how they will be achieved. Furthermore, the actions are not linked to the findings of the review. This compromises the quality of care review. The manager acknowledges this and intends to make changes to the format and quality of the quality of care reviews.

p.3

Findings from the inspection

All the requirements and recommendations raised at the last inspection have been met. Assurance inspection report for children’s home: 2696604 4

Recommendation

 The registered person should ensure that the review of the quality of care at the home includes details of the areas of strength and possible weakness in the quality of care. The report should clearly identify any actions required for the next six months of delivery within the home and how those actions will be addressed. The whole review process and the resulting report should be used as a tool for continuous improvement in the home.
