the care of children the safety of children the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
We identified the following serious concerns in relation to the care or protection of children at this assurance inspection:
p.2
Findings from the inspection
Staff have failed to act in a way that is safe for children. Managers have failed to make decisions that keep children safe. Safer recruitment procedures have not always been followed.
p.2
Findings from the inspection
Staff and managers have not always acted in a way that safeguards children. Staff placed a child at risk of harm while they were being transported in the home’s vehicle. Poor decision-making by leaders and managers in response to the incident placed the child and staff in a potentially dangerous situation.
p.2
Findings from the inspection
Leaders and managers have not investigated the incident fully. Concerns about staff’s conduct have been addressed, and the concerns have been shared with safeguarding professionals. However, the shortfalls in the response by managers have been minimised and have not been addressed following a formal process.
p.2
Findings from the inspection
Leaders and managers have not always ensured that safer recruitment procedures are followed. This relates to when staff are recruited through an external agency.
p.2
Findings from the inspection
There has been a significant delay in finding a local school for the child, which means that the child is accessing home tuition for their education. The manager has not challenged others or followed the escalation procedure to ensure that the child’s education plan is kept under review. Staff are not consistent in providing the child with structure to the school day, and they do not always provide the child with opportunities for informal learning.
p.2
Findings from the inspection
The child does not have an up-to-date care plan written by the placing authority on their file. The manager has not followed the escalation policy to request the document.
p.2
Findings from the inspection
The manager has not ensured that there is sufficient staffing at the home to provide the child with consistent care. The child said that they disliked changes to the staff team and the instability in the arrangements for rota cover.
p.2
Findings from the inspection
Staff are having lots of conversations with the child about how they are feeling and about their behaviour. This helps the child to develop a better understanding of the difficult emotions they may be feeling, and it helps them to develop better coping strategies.
p.2
Findings from the inspection
Incidents leading to the child being held have reduced. Records show that when a physical intervention has been used, it has been necessary to keep the child and staff safe. Staff and the child are provided with the opportunity to talk about the incident. Consequences to behaviour are rarely used. Assurance inspection report for children’s home: 2677465 3
