p.1
provider
This service is owned and operated by a private provider. It offers accommodation and support for up to 24 children living in self-contained units and shared accommodation for looked-after children and care leavers across 16 premises.
p.1
provider
At the time of this visit, the service was accommodating three children aged 16 and 17.
p.1
provider
The service manager, who is also the nominated individual and the director, registered with Ofsted in December 2023.
p.1
This monitoring visit
Ofsted carried out a monitoring visit on 19 December 2024 and identified significant regulatory breaches with regards to the safety and protection of children and the leadership and management of the service. Following that visit, Ofsted issued a notice restricting accommodation, to prevent new admissions. In addition, four compliance notices were issued.
p.1
This monitoring visit
Ofsted carried out a monitoring visit on 8 January 2025 specifically to review progress relating to premises. Some progress was noted, but the compliance notices and restriction notice remained in place. The purpose of this monitoring visit was to review progress in relation to three compliance notices.
p.1
This monitoring visit
The needs and vulnerabilities of two children are outside of the scope of The Supported Accommodation (England) Regulations 2023. The provider remains in breach of their conditions of registration. However, the provider has taken some steps to resolve this and to improve the care provided to these children while they remain in this service. Inspection report for supported accommodation provider - monitoring visit: TD Supported Living Services Staff work well as a team to support these children. They speak knowledgeably about the risks for children and take action to reduce these risks. For example, following a long wait at the dentist, there had been an incident in the community that required police assistance. A staff member has contacted the dentist and put a plan in place to reduce the waiting time for subsequent visits. As a result, there has been a reduction in serious incidents for children.
p.1
This monitoring visit
The manager has purchased and installed a new electronic recording system, which holds all the children’s records centrally. Staff are now able to quickly find incident reports. The system date stamps recordings and ensures security. This requirement is now met.
p.2
This monitoring visit
The manager has developed a new system to assess children’s needs and their suitability to live in supported accommodation prior to their admission. This has not been tested due to the current notice restricting accommodation.
p.2
This monitoring visit
The manager has appointed a consultant who supports staff with group training focused on the needs of individual children. Supervision does not yet enable staff to reflect on their learning and embed this in practice. Staff members have not yet received training to understand children’s rights and entitlements.
p.2
This monitoring visit
The manager has not recruited any additional staff since the last monitoring visit. He has not reviewed gaps in employment histories or sought further information from staff’s previous employers. However, the manager has yet to fully review the safer recruitment process.
p.2
This monitoring visit
The manager now ensures that notifications are made to Ofsted when there have been serious incidents. Staff act when children are at risk and work with partner agencies. Where possible, staff also talk to children about actions that had led to the use of physical restraint. This means that children participate in plans to reduce incidents.
p.2
This monitoring visit
No children have been admitted since the notice restricting accommodation was issued. The notice restricting accommodation remains in place. Inspection report for supported accommodation provider - monitoring visit: TD Supported Living Services
