School progress monitoring inspection report
p.1
Talmud Torah Tiferes Shlomo Danescroft Avenue, London, London NW4 2NB
p.1
Main inspection findings
Part 1. Quality of education provided Paragraphs 2(1), 2(1)(a), 2(2), 2(2)(d), 2(2)(d)(ii), 2A(1), 2A(1)(b), 2A(1)(d) The last standard inspection found that the school’s relationships and sex education (RSE) curriculum did not meet the requirements of the independent school standards (the standards). The school did not ensure that the RSE statutory guidance was followed in full for relationships education in the secondary phase. The post-inspection action plan submitted by the school did not provide sufficient detail about how the school planned to ensure that all aspects of relationships education are delivered. This inspection has found that the school has not taken effective action to make changes to the planning and delivery of the RSE programme. The content of the school’s RSE curriculum in the secondary phase does not fully incorporate all statutory elements. For example, pupils are not taught about potential risks of online relationships.
p.1
Main inspection findings
The school does not teach pupils about important concepts, such as consent. These standards remain unmet. Part 2. Spiritual, moral, social and cultural development of pupils Paragraphs 5, 5(b), 5(b)(vi) The last standard inspection found that provision for the spiritual, moral, social and cultural development of pupils did not include learning about all the protected characteristics set out in the Equality Act 2010 at a timely point in the secondary phase. This inspection found that leaders have not made any changes to the school’s provision for pupils’ spiritual, moral, social and cultural development to encourage respect for other people, giving particular attention to all the protected characteristics set out in the Equality Act 2010. These standards remain unmet. Part 3. Welfare, health and safety of pupils Paragraphs 7, 7(a), 7(b), 32(1)(c) The last standard inspection found safeguarding to be effective.
p.1
Main inspection findings
The school’s safeguarding policy reflects up-to-date requirements. The policy is available to parents and carers as a hard copy on request. Staff receive regular training to ensure they know and uphold their safeguarding responsibilities. Leaders ensure that documentation relating to safeguarding is well organised and thorough, including records of pre-employment checks made on staff. Leaders are clear on, and follow, the right processes if they have any safeguarding concerns, liaising appropriately and persistently as needed, with outside agencies. These standards continue to be met. Part 8. Quality of leadership in and management of schools Paragraph 34(1), 34(1)(a), 34(1)(b), 34(1)(c) The last standard inspection found that leaders, including the proprietor, had not ensured that the independent school standards were met consistently and securely. The post-inspection action plan was found not to be acceptable. The proposed actions

did not set out clearly or specifically the actions that the proprietor body would take to ensure that the standards would be met. Success criteria and time scales were not sufficiently detailed to convince that action would be taken successfully. This inspection has found that the school has not made any changes to address the unmet standards that were identified at the last standard inspection. The school has not made any revisions to the RSE curriculum to ensure that all statutory elements of relationships education are covered. The school has not taken any action to ensure that, in an age-appropriate way, encouragement of respect for other people includes particular regard to all those who have protected characteristics set out in the Equality Act 2010. These standards remain unmet.
p.2
Compliance with regulatory requirements
The school does not meet the requirements of the schedule to The Education (Independent School Standards) Regulations 2014 (‘the independent school standards’) and associated requirements that were checked during this inspection, as set out in the annex of this report. This included the standards and requirements that the school was judged to not comply with at the previous inspection. Not all of the standards and associated requirements were checked during this inspection.

Information about this school
Talmud Torah Tiferes Shlomo School is an independent Orthodox Jewish school for boys. The school operates from a single premises in the London Borough of Barnet. The most recent standard inspection took place on 4 to 6 June 2024. The school does not make use of any providers of alternative provision.
p.4
Information about this inspection
This inspection was carried out at the request of the registration authority for independent schools. The purpose of the inspection was to monitor the progress the school has made in meeting the independent school standards and other requirements that it was judged to not comply with at its previous inspection. This inspection was the first progress monitoring inspection that has taken place since the last standard inspection on 4 to 6 June 2024. The school’s action plan submitted following the last standard inspection was evaluated in October 2024 and found not to be acceptable. This inspection was conducted without notice. The inspector held meetings with school leaders and reviewed documentation provided by school leaders. The inspector met with groups of pupils. In meetings with pupils, inspectors did not discuss any matters relating to RSE, as agreed with school leaders. This did not have an impact on the inspection outcomes.
p.5
Information about this inspection
The inspector also considered the school’s safeguarding arrangements, including the single central record of pre-employment checks and whether the school’s safeguarding policy is available to parents and carers. These requirements of the independent school standards are met.
