p.1

Information about this children’s home

The manager registered with Ofsted in May 2023.

p.1

This monitoring visit

This home was judged inadequate on 25 October 2024. Inspectors identified serious concerns in relation to staff safeguarding practices and poor and ineffective leadership and management arrangements. Following the inspection, a notice to suspend the home’s registration was issued along with compliance notices under Regulation 12 (the protection of children standard) and Regulation 13 (the leadership and management standard).

p.1

This monitoring visit

A monitoring visit was carried out on 17 December 2024. Following this visit, Ofsted issued further compliance notices under regulations 12 and 13. The notice to suspend the home’s registration remained in place.

p.1

This monitoring visit

The purpose of this visit was to monitor the suspension notice and review the action taken by the provider to meet the compliance notices. Ofsted found that the provider has complied with the suspension notice.

p.1

This monitoring visit

Managers have reflected on children’s experiences living in this home and identified lessons learned to improve practice. Staff have accessed a range of training and learning. Managers have tested staff’s understanding of their safeguarding Inspection report for children’s home - monitoring visit: 2653112 2 responsibilities, using reflection and scenario-based questions. As a result, staff understand their safeguarding roles and responsibilities and are aware of the appropriate action to take to keep children safe in line with safeguarding processes and procedures.

p.1

This monitoring visit

Changes have been made to the deputy managers’ roles to increase management presence in the home and management oversight of staff practice. Staff enjoy working in this home and feel supported by managers.

p.2

This monitoring visit

The provider has taken the necessary steps to ensure that the compliance notice issued under regulation 12 is met.

p.2

This monitoring visit

Developments have been made to the manager’s monitoring systems. For example, the manager has introduced new auditing tools. The manager has introduced new processes to ensure that there is management oversight of the quality of care that children receive.

p.2

This monitoring visit

There are inconsistencies in respect of the leadership and management arrangements at the home. Leaders’ and managers’ roles and responsibilities are unclear and not embedded into practice. This does not ensure that staff understand who they should escalate concerns to about children’s safety.

p.2

This monitoring visit

Communication between leaders and managers is not effective. Therefore, decisions made by leaders in respect of the management arrangements are not always understood by the staff team.

p.2

This monitoring visit

The responsible individual has expressed an intention to resign from his position. However, this has not yet happened. The responsible individual shared information with Ofsted about a private matter and there was a risk assessment in place to mitigate identified risks. The director informed the inspectors that this ended on 15 January 2025. However, Ofsted does not have assurances that the director has demonstrated sufficient curiosity around this matter before ending the risk assessment. This does not ensure that safe leadership arrangements are in place.

p.2

This monitoring visit

The provider has made some attempts to meet the steps in the compliance notice issued under regulation 13. However, the provider has not demonstrated the necessary improvements to ensure that it is safe for children to live in this home. On 17 January 2024, a case review was held. A notice was issued to suspend the home’s registration, and a requirement was made under regulation 13.

p.2

This monitoring visit

The requirements previously raised under regulations 8, 32 and 40 were not reviewed during this visit. For this reason, they are restated. Inspection report for children’s home - monitoring visit: 2653112 3
