Inspection report for children’s home - monitoring visit: 2742794 1

p.1

Information about this children’s home

This home is registered to provide care for up to two children who may have social and emotional needs and/or a learning disability.

p.1

Information about this children’s home

This home is owned by a small private provider.

p.1

Information about this children’s home

There is a manager in post, but they were not present for this visit. They have applied to register with Ofsted. The responsible individual supported this visit.

p.1

Information about this children’s home

There are no children currently living at the home because the home is subject to a suspension notice following an inadequate inspection judgement.

p.1

This monitoring visit

This visit was undertaken to review the suspension notice in place. It was also an opportunity for the provider to demonstrate progress against their action plan, which was implemented by them following the last inspection.

p.1

This monitoring visit

Inspectors found that there had been little progress since the last monitoring visit and leaders and managers seemed ill-prepared. Some information requested was not readily available and the fire risk assessment, which was a previous requirement, was inaccurate. This was addressed and remedied during the visit.

p.1

This monitoring visit

The action plan had not been kept under regular review and contained only very basic information and evidence.

p.1

This monitoring visit

New staff have commenced employment in the home, but two of the staff did not have any induction records on file. This does not provide reassurance that new staff are being effectively supported and inducted into their roles. Staff are not having Inspection report for children’s home - monitoring visit: 2742794 2 regular supervisions in line with the organisation’s own policy. Two new staff did not have a supervision until two months into employment. This is a missed opportunity for learning, development and support for the staff team.

p.1

This monitoring visit

Some staff have not completed the required qualification within prescribed timescales despite direction to do so from leaders and managers. The manager has raised concerns with the team about their engagement in online training because staff appeared to be logging on to training courses but not engaging. This creates doubt about any of the online training courses staff have completed and what their learning has been from these.

p.2

This monitoring visit

Some staff have not completed mandatory training, including the safeguarding of children, which means staff may not have the knowledge and skills to protect children from potential harm. Staff are provided with limited training relating to children with disabilities, which means staff may not have sufficient knowledge or skills to support children with additional and complex needs. Additional guidance has been provided to the team by the local police around missing from care, which is positive.

p.2

This monitoring visit

There is a lack of management oversight in key areas, and leaders and managers are failing to identify when some documentation is inaccurate. For example, the rota shared with inspectors contained more staff than the home employs and misrepresented how children would be cared for by a consistent team. Staff are failing at times to respond to direction from leaders and managers, which raises concerns about the culture in the home.

p.2

This monitoring visit

A new management of allegations policy contains direction to staff that may potentially place children at risk of harm. Leaders and managers have not considered these risks, and they have not demonstrated sufficient awareness of this when inspectors raised the information as a concern. This demonstrates an ongoing lack of understanding by leaders and managers in managing allegations and protecting children from harm.

p.2

This monitoring visit

The appointed manager has applied to register with Ofsted. Inspectors were told that an external consultant has been employed to support and ‘teach’ the manager how to manage a children’s home. This does not provide assurances around the leadership and management arrangements in the home.

p.2

This monitoring visit

Since the last visit, several of the directors have resigned and a new director has been appointed. Ofsted has not been notified of these changes and has therefore not been able to undertake suitability checks. This has the potential to place children at risk of harm.

p.2

This monitoring visit

All the previous requirements were reviewed during this visit and have been reinstated. Leaders and managers have complied with the suspension order in place. Inspection report for children’s home - monitoring visit: 2742794 3
