p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: SC044224 2

p.1

Findings from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

Since the last inspection, children have been assessed by an independent speech and language therapy team. The assessment reports provide guidance to staff and identify the most appropriate communication aids for children.

p.2

Findings from the inspection

Leaders and managers have identified training to support staff in using the recommended aids and guidance from the therapist to improve children’s care. Staff are working with speech therapists and teachers to ensure that communication is consistent in all areas of the children’s lives.

p.2

Findings from the inspection

Children’s behaviour support plans and risk assessments contain detailed strategies for staff to follow in practice, but these assessments do not consider each child’s individual communication needs. Leaders and managers have a plan to review all incidents to ensure that staff are following the recommendations set out in the children’s speech and language assessment reports. This will improve practice.

p.2

Findings from the inspection

When children are held, the manager and responsible individual review and evaluate physical intervention and incident records. Debriefs take place with the staff involved in incidents and learning is shared and put into practice. Debriefs for children are observational and carried out by a member of staff who was not involved in the incident. However, there are missed opportunities to ensure that all children have the chance to communicate their emotions following a restraint.

p.2

Findings from the inspection

The manager uses a variety of audit tools to monitor practice in the home. The audits are reviewed by the responsible individual, and they capture the details of events and provide some analysis and evaluation. However, further work is required to embed the learning from audits into practice.

p.2

Findings from the inspection

Staff have attained or are making progress towards attaining the relevant qualification. The deputy manager oversees the progress of staff and ensures that any delays in practice are addressed.

p.2

Findings from the inspection

All staff, including the manager, receive regular supervision. All those responsible for supervision have received refresher training. Leaders and managers recognise that reflection during supervision remains an area for development and have identified how practice can be improved.

p.2

Findings from the inspection

Appraisals have been carried out for all staff. Appraisals are reflective about the previous year and aspirational about the upcoming year. Feedback from parents and professionals is now included in the appraisal process. However, feedback from children is not evident, which the manager plans to review in line with the recommendations identified in the speech and language reports. Assurance inspection report for children’s home: SC044224 3 The registered manager ensures that the statement of purpose is updated when changes occur. The statement of purpose is sent to Ofsted in line with regulation. This means that the regulator is kept updated about any changes in relation to the home.
