p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children's home: 2718097 2

p.1

Findings from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

Since the last Ofsted inspection, two children have lived at the home.

p.2

Findings from the inspection

One child moved in and lived there for four weeks. The registered manager met the child before they moved in. Their arrival was well planned and involved relevant professionals, adults and the child. During their stay, the child presented behaviours that included damage to the property, aggression towards adults and absence without permission. These behaviours put themselves and the other child living at the home at risk. Adults were unable to contain behaviours in the home. This resulted in incidents in the local community, a series of concerned complaints from neighbours and police involvement. The registered manager made a risk-assessed decision to give notice on the child’s placement as the service was unable to safely meet their needs.

p.2

Findings from the inspection

The other child has lived at the home since October 2023. Apart from the period when the second child lived at the home, this child has been settled and is making good progress. The manager and adults advocate on behalf of the child and work in close partnership with educational professionals. This has resulted in the child successfully attending alternative educational provisions on an increasing timetable. The child continues to be supported by adults and education to develop English as their second language. The child’s confidence and independence skills are increasing, and they have recently successfully started to have time out in the local community on their own.

p.2

Findings from the inspection

Managers and adults work hard to keep children safe. Child protection concerns are referred in a timely manner to partnership agencies. Since the last inspection, there has been one missing-from-home incident that involved both children. This was appropriately managed. There were other incidents during the unsettled four-week period where the children attempted to go missing from home, but staff took proactive actions to remain with them and steer them back to the home.

p.2

Findings from the inspection

Because of the unsettled four weeks when the second child moved into the home, the management team has completed a learning review. This has involved adults from the home as well as the service’s independent visitor. It has considered the needs of the remaining child and concerns raised by neighbours. The management team is currently exploring options and developing a plan to move the service forward.

p.2

Findings from the inspection

The staff are proactive in decorating and maintaining the good standard of the environment. Any damage to the property is quickly repaired. As a result, the home looks welcoming, and the child’s bedroom is personalised to their own taste. Assurance inspection report for children's home: 2718097 3 Since the last inspection, the previous registered manager has moved into the role of operations manager/director. A new manager has been recruited and received a detailed induction into the role. She continues to be well supported by the responsible individual and operations manager/director. All requirements from the previous inspection have been met. No new requirements have been made. Assurance inspection report for children's home: 2718097 4
