Inspection of Pavilion Pre-School Playgroup Hepworth and Scholes Youth Club, Whitewells Road, Scholes, Holmfirth, West Yorkshire HD9 1TB

p.1

Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Requires improvement

p.1

The provision is inadequate

Children's health, safety and welfare are not given high enough priority. Leaders fail to take prompt action and do not share information with the relevant agencies when concerns arise about children's welfare. This is not in line with the setting's safeguarding policy or the local authority's reporting procedures. Leaders do not keep accurate and sufficiently detailed information and records about each child in their care. They do not ensure records about children are accessible to all those who require access to them. This does not help to ensure the safe and effective management of the nursery. Leaders do not implement robust recruitment and vetting checks to ensure all those who have access to children are suitable. This compromises children's safety.

p.2

The provision is inadequate

The poorly planned curriculum means that children do not receive an acceptable quality of education, overall. The curriculum is not well sequenced and does not help to build on what children already know and can do. Leaders and staff do not provide children with learning experiences that are matched to their individual needs and stage of development. Consequently, children frequently become bored and distract their peers. They regularly walk around the setting aimlessly, flit from one activity to another and do not engage in meaningful play. This negatively impacts the emotional well-being of some children. Children do not make the levels of progress of which they are capable.

p.2

need to do better?

n Leaders and staff fail to take prompt action to share concerns about children's welfare with the relevant agencies, where required. They do not use their professional curiosity or ask relevant questions where concerns arise about children. This does not help to ensure that they have the required information to decide if any further action needs to be taken. This compromises children's safety. n Leaders and staff do not keep accurate and sufficiently detailed records for each child in their care. They do not have a system to ensure relevant information and records are available to those who require access to them. This does not help to ensure the safe and effective management of the setting. n Leaders do not implement robust recruitment and vetting checks for all staff and committee members. For example, they do not always obtain written references from previous employers for newly employed staff, despite this being part of

their vetting check procedures. They do not ensure all committee members have their suitability checks completed by Ofsted before they fulfil their roles and responsibilities. This does not help to ensure that all those who work with or have access to children are suitable. n Leaders and staff do not always act in ways that promote the good health of

28 November 2024 children. For example, on occasions, they do not provide parents with information that supports them to make decisions about their child's health. They do not promptly share information with parents when children have accidents at the setting. As a result, children do not receive any required medical attention without delay. n Leaders have failed to take appropriate steps to address weaknesses found during the last inspection. The arrangements for the supervision of staff continue to be poor. Leaders do not provide staff with the level of support, coaching and training to help them understand their roles and responsibilities. For example, leaders do not observe staff's practice or give them feedback on their performance. This does not help to ensure children are provided with consistently good-quality care and learning experiences. n Leaders and staff do not ensure educational programmes and activities are well

matched to the individual learning needs of all children. They are not well sequenced and do not focus on helping to build on what children already know and can do. For example, children are encouraged to recognise and write their own name before they have developed their physical, communication and language skills. Children do not make the level of progress of which they are capable. n Staff do not effectively recognise ways to include all children during adult-led activities. For example, staff interact, engage and direct questions to children who are more confident communicators, particularly during story time and creative play activities. This means children who are less confident, do not have the same opportunities to develop their vocabulary and creative skills. n Children build close and secure attachments with the warm, welcoming and friendly staff. They arrive to the setting happy and settle in quickly. However,

children do not consistently have opportunities that help to keep them engaged in meaningful play due to the poorly planned curriculum. This impacts children's motivation to learn.
