Inspection report for supported accommodation provider - monitoring visit: Calmliving Care Ltd 1 Calmliving Care Limited

p.1

Registered provider: Calmliving Healthcare Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is operated by a private provider in North West England. The provider can accommodate up to eight individuals in four shared or group living premises for children who are looked after and care leavers.

p.1

provider

At the time of the monitoring visit, eight looked-after children aged 16 or 17 were accommodated.

p.1

provider

The service manager was registered with Ofsted in January 2024.

p.1

This monitoring visit

Ofsted carried out this monitoring visit in response to concerns raised about the provider’s safeguarding practice, including the management of incidents within the home and the use of high staffing levels to support children. The inspector visited one property, spoke with the registered service manager, staff and one child.

p.1

This monitoring visit

The child said that they felt happy and safe in their accommodation. They also said that staff help them to prepare to live independently and transition to adulthood. The child said that ‘staff are mint.’

p.1

This monitoring visit

Staff complete detailed records following incidents and debriefs with children. However, leaders and managers do not consistently report serious incidents to Ofsted, or within the required timescales. This means the regulator has no initial oversight of what action staff take to support children’s welfare.

p.1

This monitoring visit

Premises are sufficiently staffed to support children and to meet their needs. The service manager acknowledged that following serious incidents they sometimes need to increase staffing levels. This is usually a short-term response to support children. Inspection report for supported accommodation provider - monitoring visit: Calmliving Care Ltd 2 Staff receive regular training. Leaders and managers identify additional training for staff to ensure that children’s needs are being met in line with their support plan and changing needs.

p.1

This monitoring visit

Staff are empathic about children’s experiences. They aspire for children and encourage them to attend education, training or employment.

p.2

This monitoring visit

The supported accommodation setting is furnished to a good standard and provides children with a homely and safe environment. The provider is proactive in maintaining the accommodation and ensures that repairs are completed quickly.

p.2

This monitoring visit

Staff create individualised risk management and support plans for children. The plans include children’s views, wishes and feelings. This helps children to focus on their goals and steps towards independence. However, staff do not consistently sign them or record when information has been updated. This means that some staff may not be aware of children’s current vulnerabilities.

p.2

This monitoring visit

When children are missing from home, staff follow agreed procedures to locate them, such as contacting their families and friends. When staff locate children, they check on their health and well-being and work closely with other agencies to help to reduce the risk of harm.

p.2

This monitoring visit

Leaders and managers do not always record their rationale for accepting new referrals. This includes children with previous safeguarding concerns. As a result, it is not clear how leaders and managers assess whether a placement is suitable for a child.
