Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under The Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
This inspection was carried out in order to address specific concerns or allegations received by Ofsted. This includes the responsible individual immediately leaving their position.
p.2
Findings from the inspection
Ofsted identified the following serious concerns in relation to the care or protection of children at this assurance inspection:
p.2
Findings from the inspection
ineffective management oversight of the home unsafe recruitment practice
p.2
Findings from the inspection
Since the last inspection one child has moved out of the home. This was in response to staff being unable to meet the child’s needs. One child remains living in the home. The child was positive that they were now the only child living there and felt that things were neither worse nor were they any better.
p.2
Findings from the inspection
The manager’s oversight of the home continues to be ineffective. Despite this being a concern at the previous inspection, the manager has not implemented any additional monitoring or auditing systems. The manager lacks a clear understanding about what should be reviewed and how to analyse the information and improve the quality of care provided to the child. The manager also does not provide any updates on the child’s progress.
p.2
Findings from the inspection
The manager’s lack of oversight has led to staff working in the home without their criminal record checks being reviewed. One member of staff has been working in the home without the correct criminal records check, although this has now been rectified.
p.2
Findings from the inspection
The manager’s quality of care review lacks any analysis of children’s experiences. The manager did not seek consultation from the relevant people, including the child.
p.2
Findings from the inspection
Staff receive regular supervision. However, this does not address practice issues. Therefore, staff do not receive the right support to care for children. Inductions and probation reviews are ineffective and do not align to the home’s workforce development plan.
p.2
Findings from the inspection
Risk assessments for children are in place and they are reviewed. They capture the risks present for the child. However, some of the strategies outlined in the child’s documents are ambiguous and may prevent staff from having a clear understanding of how to respond to the child. Most permanent staff had a clear understanding of the child’s needs. However, as the manager uses temporary staff, it is important that documents reflect the type of care that the child needs. Assurance inspection report for children's home: 2573447 3 Staff were unable to reflect on the shortfalls that were identified at the previous inspection. The manager has not supported them to understand what changes need to be made to improve the care children receive.
p.2
Findings from the inspection
The child has recently started college after being out of formal education for a significant time. The manager has tried to understand the child’s barriers to education and offered internal support, however there is no evidence of liaison with the virtual school head to ensure that there is a clear multi-agency plan to support the child’s educational progress.
