p.1

Information about this children’s home

There has been no registered manager since 19 January 2024. The newly appointed manager has submitted her application to become registered with Ofsted.

p.1

This monitoring visit

An assurance inspection took place on 10 September 2024 where the following serious and widespread concerns were identified:

p.1

This monitoring visit

 There are increased concerns regarding fire safety within the home.  There is a limited understanding of children’s risks relating to substance misuse, episodes of going missing from home and exploitation.  Care records do not accurately reflect children’s day-to-day lived experiences.  There is limited and inconsistent management oversight of significant incidents, safeguarding concerns, childcare and staff practice.  Children are not being cared for in line with the agreed staffing ratios as outlined by children’s placing authorities.

p.1

This monitoring visit

Following the assurance inspection, the home was suspended. This suspension prevented any children from being accommodated or cared for at the home. This monitoring visit was completed to review progress made by the provider to remedy the safeguarding concerns. As a result of the monitoring visit and assurances given by the leadership team, the home’s suspension has been lifted as of 28 November 2024. Inspection report for children’s home - monitoring visit: 2625585 2 The home has a refreshed feel to it due to redecoration. Plans are in place for children who move to the home to put their own stamp on it by being involved in future decoration plans. The management team has secured further maintenance support for the home to ensure that any repairs are quickly undertaken. Actions from the recent fire risk assessment have been met. There is one fire door that currently needs specialised maintenance attention, and plans are in place for this to

p.1

This monitoring visit

Leaders and managers have reflected on previous practice. As a result, they have arranged further training for the staff team. This includes additional safeguarding and fire training. Managers have put systems of support in place for the staff team and hope to create a culture of learning. Leaders and managers have plans on how they will test staff knowledge and ensure that learning is embedded and carried through to practice.

p.2

This monitoring visit

Managers aim to ensure that staff feel confident in appropriately challenging one another. They are assured that staff know when to report to managers about practice concerns. Group sessions have been arranged for staff to reflect together to create better care experiences for children. To support this, a psychology coach has been employed to facilitate reflective sessions.

p.2

This monitoring visit

The manager is confident in their plan for future oversight of the home. She feels that the systems being formulated will ensure a layered approach to reviewing records. This process includes the manager, her deputy and the responsible individual. Their plan also includes the outsourcing of other professionals to ensure that oversight is robust. The manager aims to make continuous improvements to the quality of care provided in the home.

p.2

This monitoring visit

Reflection has taken place by leaders and managers regarding possible risks to children, both locally and out of county. They have plans to build relationships with relevant professionals in the local area. This is to support their understanding of contextual safeguarding and to ensure that they are abreast of any possible risks to children they care for. New processes have been created by the management team regarding the referral process to the home. They believe that the new system, coupled with the support of the psychology coach to create dynamic risk assessments for children, will support them to keep children safe.

p.2

This monitoring visit

Leaders and managers say that, moving forward, they will reflect on how to do things differently and wish to build on the aspirations that they have for children. They have shown a willingness to work alongside Ofsted to continue to improve the care provided to children.

p.2

This monitoring visit

Although consideration has been taken regarding the requirements set at the last inspection, these have not been reviewed in terms of whether they are met. These will therefore be reviewed at the next inspection. Inspection report for children’s home - monitoring visit: 2625585 3
