p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is privately owned and is registered to provide care for two children who may experience social and emotional difficulties.
p.1
Information about this children’s home
The home and manager were registered with Ofsted in July 2024.
p.1
Information about this children’s home
One child was living in the home at the time of the inspection.
p.1
This monitoring visit
This home was judged inadequate at the full inspection on the 12 and 13 November 2024. Inspectors identified serious concerns about safeguarding practices in the home and ineffective leadership and management arrangements.
p.1
This monitoring visit
Following this visit, two compliance notices were issued under section 22A of the Care Standards Act 2000. These compliance notices were in relation to Regulation 12 (the protection of children standard) and Regulation 13 (the leadership and management standard).
p.1
This monitoring visit
The purpose of this monitoring visit was to review the actions taken by the provider to meet the compliance notice issued in relation to Regulation 12 (the protection of children standard). Ofsted found that the provider had not taken sufficient action to meet the compliance notices.
p.1
This monitoring visit
Since the inspection, strategies have been implemented to ensure that the child is supervised when spending time in the community. However, staff do not understand the rationale for these plans being in place. Staff do not recognise the risks posed to the child from peers in the community or the potential risk posed to others from the Inspection report for children’s home - monitoring visit: 2689909 2 child. Therefore, staff do not understand their roles and responsibilities in safeguarding the child and others.
p.1
This monitoring visit
Plans to support the child when missing from the home or following incidents of self- harming behaviour do not include all the appropriate strategies to ensure the child’s safety and well-being. This means that staff do not have the guidance to follow to ensure that the appropriate action is taken to locate the child in a timely manner or reduce further incidents of self-harm .
p.2
This monitoring visit
Staff supervise the child in school. However, the child has been left unattended by staff. As a result, the child has been able to have unsupervised access to the internet, where they have accessed inappropriate content.
p.2
This monitoring visit
Plans do not include all the known risks and vulnerabilities for the child. Plans to manage the risks of harmful sexual behaviour do not consider concerns in respect of the local community and the location of the home. The child’s plans are updated with reference to incidents that have occurred. However, strategies for managing risk have not been reviewed following incidents. As a result, staff do not have guidance to follow in practice to manage or reduce further incidents that may occur.
p.2
This monitoring visit
Staff do not take effective action to safeguard the child’s welfare. Staff do not follow the plans in place to manage the child’s use of electronic cigarettes. Furthermore, acts of vandalism to the home caused by peers in the community have not been recorded in the child’s plans.
p.2
This monitoring visit
Staff do not have the relevant knowledge, skills or understanding to provide the level of care that the child needs. Opportunities to improve staff knowledge have been provided for some staff. However, some staff could not identify how this had improved their practice or their understanding of the child.
p.2
This monitoring visit
This monitoring visit identified further shortfalls in safeguarding practices and the staff’s knowledge and understanding of the child’s risks and vulnerabilities.
p.2
This monitoring visit
A new responsible individual has been appointed. She is aware of the shortfalls and is beginning to take some action to address these.
p.2
This monitoring visit
A further notice is issued under Regulation 12 (the protection of children standard).
p.2
This monitoring visit
The compliance notice issued under Regulation 13 (the leadership and management standard) and other requirements were not reviewed as part of this monitoring visit. Inspection report for children’s home - monitoring visit: 2689909 3
