Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under The Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to The Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 2575551 2
p.1
Findings from the inspection
This inspection was undertaken to address specific concerns or allegations received by Ofsted.
p.2
Findings from the inspection
Ofsted did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
There was no child living at the home at the time of this inspection, although one child had been living there for approximately six months. The child made some progress from their starting point. However, over a short period of time the child’s level of risks quickly escalated beyond staff’s ability to keep the child safe. As a result, the child left the home in an unplanned way after a difficult ending for the child and staff.
p.2
Findings from the inspection
The manager ensured that the child’s wishes and feeling were shared with their social worker and relevant others. The child’s social worker and advocate also visited the home regularly to ensure that the child could share their feelings with people outside of the home.
p.2
Findings from the inspection
The child did not go missing from home. Staff followed the child’s court-imposed order balanced with allowing the child proportionate time away from the home. This helped to reduce the risk of such incidents.
p.2
Findings from the inspection
The staff rarely needed to physically hold the child. When staff had to physically intervene, they did so to keep the child safe. A written record of the incident is completed. However, the timeline of events during the incident is unclear, making it more difficult for the manager to scrutinise the incident and staff’s practice.
p.2
Findings from the inspection
Managers follow safeguarding procedures when concerns are raised about staff’s practice. They share information with the local authority designated officer and relevant professionals involved in the child’s life. This ensures that the appropriate people are involved in decision-making aimed at keeping the child safe.
p.2
Findings from the inspection
The provider takes action when staff’s behaviour falls below acceptable standards of practice. The staff team now needs time to reflect on what led to the child leaving the home. The manager has a plan to rebuild and develop the team.
p.2
Findings from the inspection
The requirement issued at the last inspection about checks needing to be completed on agency workers has not been explored as no new workers have been used. This will be reissued. However, the manager now has a clear plan to ensure that unqualified staff who start at the home will complete the required residential care qualification within the necessary timeframe.
