the care of children the safety of children the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
Since the last full inspection, in July 2024, three children have lived at the home. The inspector spoke to both children living at the home at the time of the inspection.
p.2
Findings from the inspection
The home went through a period of instability before an interim manager was appointed. Staffing has improved and there is a mix of new and established staff. This has provided some consistency of care for children.
p.2
Findings from the inspection
Children have opportunities to make their views, wishes and feelings known. One child has requested an increase in time with their family. Other children have made changes to their bedrooms in line with their preferences.
p.2
Findings from the inspection
Staff talk positively and confidently about the children. They take a proactive approach and explore any issues in an open and honest manner. This allows children to feel safe and to approach staff when they have any worries.
p.2
Findings from the inspection
Children live in a warm and homely environment. They personalise their bedrooms. They are active around their home and engage with staff positively. They enjoy activities at home and in the community. Children are supported to see the important people in their lives.
p.2
Findings from the inspection
Children have access to an extensive outside area where they can play and relax. This area has outdoor equipment, including a trampoline.
p.2
Findings from the inspection
Children enjoy good relationships with staff. There are positive interactions between staff and children.
p.2
Findings from the inspection
Staff have an understanding of safeguarding processes. They have received safeguarding training. They are aware of how to report and escalate concerns.
p.2
Findings from the inspection
Children have individualised risk assessments. These assessments are completed in detail and capture the specific needs and vulnerabilities of each child. They detail what staff must do to minimise these risks. There have been no instances of children going missing from the home since the last inspection.
p.2
Findings from the inspection
There have been a low number of incidents in which children needed to be held. When holds have been used, staff make a clear and well-written record. The interim manager oversees records of incidents. This oversight means that the provider can be confident that staff continue to try de-escalation techniques before any child is held. Assurance inspection report for children's home: 2711543 3 Children understand how to make complaints. When they do, a senior member of staff or a manager oversees the investigation. Children are written to with an outcome.
p.2
Findings from the inspection
The recruitment of new staff is not yet consistently managed well. However, safer recruitment practices and protocols are followed. This means that new staff are only employed subject to clear vetting processes. This reduces the risk of unsuitable adults working with children.
p.3
Findings from the inspection
There are interim arrangements in place to provide oversight of the home until a more permanent manager is employed. The interim manager is well supported by a senior member of care staff.
p.3
Findings from the inspection
Several requirements and recommendations were set at the last inspection. The provider has started to take action to address the shortfalls. The interim manager has quickly identified the strengths in the home and the areas that need further improvement and development. There are the beginnings of plans in place to drive these improvements forward.
p.3
Findings from the inspection
Staff do not yet have all the required training to meet the specific mental healthcare needs of children. However, they have attended several other training courses, including safeguarding.
p.3
Findings from the inspection
Staff have not yet received elements of essential training to meet the needs of one child. Mental health training has not been prioritised by the provider. While staff appropriately follow risk assessments to keep children safe, they need training to fully understand all the complexities of the child’s risks.
p.3
Findings from the inspection
Staff supervision is regular. Team meetings are used to share updates and pertinent information.
p.3
Findings from the inspection
The interim manager is creating a supportive environment for staff and working hard to embed an ethos in the home of positive and consistent care.
