Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
This inspection was carried out to address specific concerns received by Ofsted.
p.2
Findings from the inspection
Since the last inspection, leaders and managers have sought to further embed positive changes to improve their care of the children. The interim manager has applied to register with Ofsted.
p.2
Findings from the inspection
Children say that they are happy living at the home. Since the last inspection, there have been several new members of staff working in the home. Children say that they have built positive relationships with the new staff. As a result, children live in an environment that supports their emotional well-being.
p.2
Findings from the inspection
Staff say they feel supported by managers. New members of staff receive an induction and additional coaching from managers. Managers hold regular team meetings to ensure that important information is shared with staff. This ensures that there is a consistent approach to the children’s care.
p.2
Findings from the inspection
The home is well furnished and personalised to reflect the children’s interests. The children are encouraged to decorate the home to reflect seasonal celebrations. However, children’s bedrooms are not to a level of cleanliness that is consistent with the rest of the home. This impacts on the children’s experience when relaxing in their bedrooms.
p.2
Findings from the inspection
Managers ensure that children’s voices are heard. When a child raised a complaint, members of staff and managers acted quickly to address their concerns. This demonstrates a child-focused approach to the children’s care.
p.2
Findings from the inspection
One child has moved into the home since the last inspection. There have been several incidents relating to the child’s significant health needs. When incidents have occurred, staff have taken the necessary action to access support from medical professionals. This ensures that children are kept safe in respect of their individual vulnerabilities.
p.2
Findings from the inspection
Managers and staff use the expertise of external professionals to inform their practice. Most staff have undertaken the level of training needed to support a child’s specific health needs. However, this additional training was not implemented for all the staff before the child moved into the home. This means that there are inconsistencies in the skills of staff supporting the child.
p.2
Findings from the inspection
Children’s risk plans do not address all their known risks, and they do not provide staff with clear guidance to keep children safe. Although this has not impacted on staff practice, managers are unable to assess the impact of the strategies used by Assurance inspection report for children’s home: 2753204 3 staff to keep children safe. This requirement was made at the last inspection and is restated.
p.2
Findings from the inspection
Leaders and managers have not ensured that staff receive regular supervision. This limits the manager’s oversight of staff practice and reduces opportunities for staff to reflect and learn. This requirement was made at the last inspection and is restated.
p.3
Findings from the inspection
Leaders and managers have not ensured that there is robust management oversight of medication storage and administration. Although this has not impacted on staff’s practice of safely managing medication, it is a missed opportunity for managers to be alerted to issues at the earliest opportunity.
p.3
Findings from the inspection
Managers ensure that accurate records of staff’s shift patterns and the time they spend in the home are kept. However, the manager does not keep a clear record to reflect her own presence in the home. This has not impacted on the care of the children, but it limits the accountability for those present in the home. Assurance inspection report for children’s home: 2753204 4
