the care of children the safety of children the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under The Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 2730253 2
p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of the child at this assurance inspection.
p.2
Findings from the inspection
The child is settled and making progress. They are receiving good-quality care and their day-to-day experiences are positive. Staff provide the child with structure, boundaries and consistent care. Staff are committed to wanting the best outcomes for the child. One professional said: ‘This is the most settled [name of child] has been. This is because despite the challenges, staff have not given up.’
p.2
Findings from the inspection
The child is making progress in their education. Despite not attending school previously, with lots of support and encouragement from staff, the child returned to school and achieved a formal qualification. Staff are ambitious for the child, which helps the child to be aspirational about their own future. They are attending college and they spoke about their future career aspirations.
p.2
Findings from the inspection
The child’s health needs are being met. They enjoy a healthy lifestyle and they are accessing support for their emotional and mental health. The child recently suffered the onset of a medical condition and is undergoing tests to determine the cause. There is a detailed safety plan in place to provide staff with steps to follow should there be a medical emergency.
p.2
Findings from the inspection
The child is consulted with regularly and they are involved in decisions about the care they are receiving. Records show that the child’s wishes and feelings are sought; however, it is not always clear what actions staff have taken in response to the child’s requests.
p.2
Findings from the inspection
The child said that they are happy living at the home and that they feel safe. There has been a staged approach to reduce the additional restrictions as outlined in a legal order for the child. The risks to the child have reduced, which has resulted in no need for the legal order to be renewed.
p.2
Findings from the inspection
There has been a reduction in the times that the child has struggled to manage their emotions and behaviour. When incidents do happen, staff used their relationships with the child to de-escalate the situation. This means that there has only been one occasion that led to the child being held. Staff and the child are provided with the opportunity to talk about any incidents that happen.
p.2
Findings from the inspection
Allegations are taken seriously by leaders and managers. They are investigated and information is shared with safeguarding professionals.
p.2
Findings from the inspection
Since the last inspection, there have been changes to the management team. The new manager is experienced and has a clear vision for the development of the home and the staff team. He has a child-centred approach and he provides staff with effective leadership. Assurance inspection report for children’s home: 2730253 3 Staff receive regular supervision and they say that they feel supported by the manager. Team meetings take place regularly, and they provide staff with the opportunity to discuss the child’s plan. Staff receive a good range of training. This includes topics specific to the child’s needs. Records show that training is kept up to date and under review for all staff.
p.2
Findings from the inspection
The manager has not ensured that all records for children are up to date. This relates to the child’s education plan and their care plan written by the placing authority. Furthermore, the child does not have a placement plan held on their records. These records have been requested; however, leaders and managers have not followed the provider’s escalation policy in a timely way. Assurance inspection report for children’s home: 2730253 4
