Following a previous monitoring visit, Ofsted issued compliance notices under regulations 8, 12 and 15. The provider has taken sufficient action to comply with the notices. An urgent suspension notice was issued to the provider on 2 October 2024. The provider has complied with this notice.

p.1

This monitoring visit

Senior leaders have shared all relevant information with the local authority designated officer (LADO) and other relevant safeguarding partners. Retrospective safeguarding notifications have been made to the regulator. One matter referred to the LADO has not yet concluded.

p.1

This monitoring visit

Senior leaders have carried out a service-wide review during this period of suspension. All safeguarding incidents have been evaluated. Learning from this has been used to formulate an action plan, which has been shared with safeguarding partners. Relevant professionals have been informed of the findings from the learning review. Inspection report for residential family centre - monitoring visit: Blue Lily Lodge 2 The learning review has considered why signs of neglect were not recognised and sufficiently responded to. A focus of this has been on the quality of staff’s record- keeping. A revised safeguarding policy is now in place, which clearly outlines each person’s safeguarding roles and responsibilities. The indicators of neglect have been revisited with all staff through training exercises and supervision discussions. The introduction of a new safeguarding tracker tool will aid managers and senior leaders

to have robust oversight of all safeguarding concerns.

p.2

This monitoring visit

An interim manager has been employed at the centre. She is a qualified and experienced social worker, who crucially has previous experience of managing a residential family centre. While this is a temporary appointment, it has impacted positively on staff morale. Staff speak confidently about the wealth of experience and knowledge the new manager brings to the centre. The manager has prioritised developing staff’s skills in safeguarding and good record-keeping.

p.2

This monitoring visit

A competency assessment of each staff member has been carried out to assess whether they can adequately safeguard children and families in their care. Each staff member now has an individual development plan. Upskilling exercises have been used individually and as a group to enhance staff’s learning. Additional training has been commissioned specifically for the residential family centre. Regular supervision discussions have taken place between managers and staff to embed and reflect on this learning.

p.2

This monitoring visit

An audit of safe recruitment processes is now complete. All staff files have been checked by senior leaders. Identified gaps in recorded information have been rectified. Missing documents for staff members have been found and archived. This is no longer an area of shortfall in practice.

p.2

This monitoring visit

While suspended, the provider has not been able to demonstrate progress against all the statutory requirements set at the full inspection. Therefore, these are restated and will be reviewed at the next inspection.

p.2

This monitoring visit

As a result of this visit, enforcement action is considered complied with. Three compliance notices issued by Ofsted under regulations 8, 12 and 15 are considered met and the suspension notice has been lifted with effect from 22 November 2024.
