School material change inspection report

p.1

Ecole Française de Londres Jacques Prévert 41 and 59 Brook Green, London W6 7BE

p.1

Main inspection findings

Part 3. Welfare, health and safety of pupils Paragraphs 7 to 7(b)  Pupils spoken to love coming to school. They feel safe and have trusted adults they can go to for help. Leaders with responsibility for safeguarding are suitably trained and ensure staff are, too. They take their duties seriously and implement the school’s up-to-date safeguarding policy well. The school’s safer recruitment process reflects statutory guidance.  This independent school standard (‘standard’) continues to be met. Paragraphs 11, 12, 14 and 16 to 16(b)  The school’s suitable health and safety and risk assessment policies are likely to continue to be implemented well if the number of pupils increases. Plans to supervise the additional pupils are also appropriate.  However, the fire-safety standard (paragraph 12) is no longer met. At the main premises, an annual external fire risk assessment is completed, and any identified

actions are resolved in a timely way. Records of all the weekly, monthly and annual fire-safety checks are completed and recorded. This is not the case for the new additional premises, where no fire-safety records were available for inspection and no recent external fire risk assessment has been completed. It is therefore not known if the additional premises are compliant with the Regulatory Reform (Fire Safety) Order 2005.  Not all of the standards checked in this part are met or likely to be met if the material change is approved and implemented. Part 4. Suitability of staff, supply staff, and proprietors Paragraphs 18(1), 18(2) to 18(2)(f), 18(3), 20(6) to 20(6)(c), 21(1), 21(2), 21(3) to 21(3)(b), 21(4) and 21(6)  The single central record of pre-employment checks on the adults working with pupils continues to be compliant with all the requirements in this part.  The standards checked in this part continue to be met.

Part 5. Premises of and accommodation at schools Paragraphs 23(1) to 23(1)(b), 24(1) to 24(1)(b), 24(2), 25, 26, 27 to 27(b), 28(1) to 28(1)(d) and 29(1) to 29(1)(b)  The new additional premises are located within a church and are a short walk away from the main building on the same road. They include suitable toilet and washing facilities, outdoor space and drinking-water supplies. Hot water is safely regulated. The medical-room facility is likely to be suitable once fully complete. The building presents no concerns in relation to lighting or acoustics. The additional premises are likely to comfortably accommodate an additional 30 pupils.  The standards checked in this part are met and likely to continue to be met if the material change is approved and implemented.

Part 8. Quality of leadership in and management of schools Paragraphs 34(1) to 34(1)(c)  Leaders demonstrate a generally sound understanding of most of the standards and continue to actively promote the well-being of pupils. Paragraph 34(1), 34(1)(c) continues to be met.  However, leaders have not thought clearly enough about how to assure themselves that the additional premises are compliant with fire-safety legislation. They have not taken responsibility for ensuring that the standards are met at the additional premises by making sure that the same processes in place at the main premises are replicated there. Additionally, overall fire-safety documentation for both premises is not well organised.  As some pupils are attending the additional premises, the inspection has identified unmet standards including some in this part (34(1), 34(1)(a) and 34(1)(b)). These standards are also not likely to be met if the school’s material change application to

Information about this inspection

 The Department for Education (DfE) commissioned this inspection to consider the school’s application to increase its maximum number of pupils.  This was the first inspection to consider the school’s material change application.  The inspection was announced with two days of notice.  The inspector considered whether the relevant requirements in Parts 3, 4, 5 and 8 of the independent school standards would continue to be met in light of the increase in number of pupils.  The inspector met with senior leaders and the chair of the proprietor body. He toured both the main and additional premises. He met with a group of pupils in Year 6. He considered a range of evidence, including that relating to health and safety, risk assessment and fire safety. He also considered the school’s safeguarding arrangements, including the availability of a safeguarding policy online, and the single central record of pre-employment checks on adults.
