Inspection report for children's home - monitoring visit: 2721038 1 Registered provider: Chamberlain Residential Care Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is operated by a private company. It is registered to provide care for up to three children who experience social and emotional difficulties.

p.1

Information about this children’s home

There is no manager in post. The home has not had a registered manager since 7 October 2023.

p.1

This monitoring visit

At the full inspection on the 6 and 7 August 2024, the inspector found serious and widespread failures in relation to keeping children safe. They also found that the leadership and management of the home were poor. As a result, Ofsted issued a notice restricting accommodation at the home. Ofsted was of the view that if children moved into the home this would compromise their safety. Ofsted also issued compliance notices under regulation 12 and regulation 13.

p.1

This monitoring visit

On 23 September 2024, Ofsted carried out a monitoring visit. The inspector found that enough action had been taken to meet the compliance notices. No children had lived in the home since 23 August 2024. However, progress was limited and remained untested. The notice restricting accommodation remained in place.

p.1

This monitoring visit

The purpose of this latest monitoring visit was to review the notice restricting accommodation and to address specific concerns received by Ofsted, including concerns in relation to the responsible individual. Following one incident, a child had raised concerns about the conduct of a staff member. The responsible individual chose not to suspend the staff member due to a shortage of staff. The staff member was absent from work at the time and the child moved out the next day. The responsible individual carried out an investigation and appropriate action was eventually taken. Inspection report for children's home - monitoring visit: 2721038 2 At the time of this latest monitoring visit, no children were living in the home. The home has been redecorated and the environment is safe and homely, including children’s bedrooms, which children will be able to personalise when they move in.

p.1

This monitoring visit

The director and responsible individual have recently recruited a new manager. They are still undergoing the necessary recruitment checks. Since the previous monitoring visit, more staff have left. One remains and they are currently working in another of the organisation’s homes. Feedback about their practice from children and other managers has been positive.

p.2

This monitoring visit

The home does not have enough staff to safely care for the number of children they are registered to care for. The provider does not intend to care for children until they have recruited more staff and ensured that they are trained and skilled to meet children’s needs.

p.2

This monitoring visit

Reporting and recording remain a work in progress. This is in relation to investigations of staff practice and evidencing decision-making. However, the provider has improved the process and format of their investigations, although this remains untested.

p.2

This monitoring visit

The provider has reviewed their risk assessment process prior to children moving in. They have improved how they will assess and record all children’s needs and risks. This will be an ongoing process throughout children’s time living in the home.

p.2

This monitoring visit

There is a new induction and training plan in place to implement with the new manager and a new staff team.

p.2

This monitoring visit

Ofsted will review the requirements at the next full inspection. The notice restricting accommodation remains in place. Ofsted will continue to monitor the home. Inspection report for children's home - monitoring visit: 2721038 3
