Inspection report for supported accommodation provider - monitoring visit: Phoenix Housing Support Cumbria Limited 1 Phoenix Housing Support Cumbria Limited

p.1

Registered provider: Phoenix Housing Support Cumbria Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

The supported accommodation is operated by a private provider in the north of England. The provider can accommodate up to two individuals in self-contained units where the accommodation is for the sole use of one person.

p.1

provider

Up to 21 individuals can be accommodated in four shared or group living premises that accommodate looked after children and care leavers. At the time of the monitoring visit, nine children aged 16 or 17 were living there.

p.1

provider

There is currently no registered service manager in post. An interim manager is in post and has applied to be registered.

p.1

This monitoring visit

Ofsted carried out this monitoring visit to review the actions taken by the provider to meet a compliance notice which had been in place since a monitoring visit on 17 September 2024.

p.1

This monitoring visit

This visit included a review of the provider’s documents and records relating to their premises. The inspector held discussions with the director, the interim service manager and staff. They also visited two premises.

p.1

This monitoring visit

Leaders and managers have made improvements to safeguard children across the service. They have introduced clear processes to manage visitors to each of the premises. Staff now check visitors’ identification before they enter premises and ensure that visitors sign in and out in a dedicated book, which is kept as a record. Inspection report for supported accommodation provider - monitoring visit: Phoenix Housing Support Cumbria Limited 2 Staff escalate any concerns to the interim service manager and now understand the process.

p.1

This monitoring visit

The interim service manager has ensured regular team meetings now take place for staff. This helps managers to deliver key messages to staff to keep them up to date with any changes across the service. It also helps staff to share information and good practice with one another.

p.2

This monitoring visit

Staff said they feel supported by both the director and the interim service manager. However, not all staff receive regular formal supervision. This does not help staff to raise their concerns or to reflect on their practice.

p.2

This monitoring visit

Staff feel more settled in their work as there is less reliance on short-term staffing arrangements. The manager compiles a monthly staff rota with a set team now in place at each of the premises. This has helped staff to provide children with a consistent approach and to build better relationships with them.

p.2

This monitoring visit

All staff now have access to the organisation’s electronic case recording system. However, staff do not always update the children’s documents and plans on the system. This affects staff’s ability to provide children with support that meets their current needs.

p.2

This monitoring visit

In Ofsted’s view, the provider has taken sufficient action to meet the compliance notice under regulation 17. This relates to individuals working at premises now being appropriately supervised while carrying out their duties.

p.2

This monitoring visit

The other requirements were not considered fully at this visit. The requirements will be reviewed at the next inspection. Inspection report for supported accommodation provider - monitoring visit: Phoenix Housing Support Cumbria Limited 3
