Inspection report for supported accommodation provider - monitoring visit: Miracle Social Care Ltd 1 Miracle Social Care Ltd

p.1

Registered provider: Miracle Social Care Ltd

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is owned and managed by a private provider. The service provides up to six shared supported accommodation premises that are limited to accommodating looked after children and care leavers.

p.1

provider

At the time of this monitoring visit, this service provided supported accommodation for six children aged 16 to 17 years.

p.1

provider

The service manager registered with Ofsted in February 2024.

p.1

This monitoring visit

Ofsted carried out a monitoring visit on 5 September 2024 after receiving information regarding leaders and managers’ failure to appropriately risk assess children’s individual needs and the suitability of their placements. At that time, Ofsted issued a notice restricting accommodation and two compliance notices. The purpose of this visit was to review the restriction notice and to consider the progress made against the compliance notices.

p.1

This monitoring visit

Procedures for admitting children, including the assessment of risk and compatibility of children living together, have been reviewed and improved. These now include better systems to support the manager’s oversight of children’s placements and enable them to consider all relevant information at the point of referral. Although not tested in practice, these procedures provide a constructive tool for assessing the suitability of children living in supported accommodation. There is also greater scope within the new admission processes for information to be shared with other professionals and agencies as required to keep children safe. As a result of these improvements, the compliance notices are met and Ofsted has lifted the notice restricting accommodation. action to address the compliance notices, some additional concerns were identified.

p.2

This monitoring visit

Leaders and managers do not ensure that significant incidents are shared with Ofsted as required. This does not assure Ofsted that leaders and managers understand their statutory duties and have suitable systems in place to ensure compliance with the regulations. This also hinders Ofsted’s oversight of safeguarding practice across the service.

p.2

This monitoring visit

Leaders and managers do not ensure that children placed within their supported accommodation are suitable for the category of supported accommodation for which they are registered. The provider is registered to provide supported accommodation in a shared situation in premises that are limited to accommodating looked after children or care leavers. However, they have accommodated a child who was not a looked after child, which means they were acting outside of their conditions of registration.
