Overall judgement at last inspection: inadequate

p.1

requires improvement to be good

Enforcement action since last inspection: This home was judged inadequate at the full inspection on 5 and 6 June 2023. Serious and widespread failures were identified in the leadership and management of the home and the protection of children. This resulted in Ofsted issuing a restriction of accommodation notice. Inspection report for children’s home: 2556338 2 On 31 August 2023, Ofsted issued a second notice restricting accommodation, to prevent any new children being admitted to the home.

p.1

p.3

improvement to be good

Since the last inspection, one child has moved into the home in a planned manner. However, the home has been slow to establish good enough care for the child. This is due in part to an inexperienced staff team. The child’s progress and experiences are impacted because they have not yet built a relationship with staff and are not yet provided with adequate structure, boundaries and routines.

p.4

improvement to be good

Staff show care to the child but lack the skills, knowledge and confidence to provide them with a stable and consistent environment. This means that the child has not yet settled into the home and is not making notable progress.

p.4

improvement to be good

The child is not in full-time education. External agencies are identifying a suitable alternative provision. Staff are using this opportunity to support the child’s independence skills and preparation for independent living. However, as the child has not yet built positive relationships with staff, this support is limited. The child is not making sufficient educational progress at a crucial point in their childhood.

p.4

improvement to be good

The child is registered with local health services. However, the child does not attend all required health appointments. Staff continue to liaise with the professional network and encourage the child to attend appointments to ensure that their health needs are met.

p.4

improvement to be good

Opportunities for the child to voice their opinions, wishes and feelings are inconsistent. Staff do not record all conversations and support provided to the child in a detailed manner. The manager does not yet provide consistent oversight of the recordings, which compounds the issue. As a result, the child’s records do not fully reflect the work being carried out or any additional actions undertaken.

p.4

improvement to be good

The child receives lots of support to spend time with family and friends, which the child enjoys. A pet cat and rabbit are important to the child. Help was provided to ensure that these pets could arrive at the home with them. The child is responsible for the animals’ welfare, giving the child a sense of responsibility, with staff offering help where needed.

p.4

improvement to be good

Staff understand some of the risks posed to the child and know how to respond to such risks. Of significance for this child is the risk of self-injurious behaviours. However, risk assessments are not regularly reviewed and updated, which means not all emerging risk factors have been considered or shared with staff and the wider safeguarding network.

p.4

improvement to be good

Staff do not record safeguarding incidents in sufficient detail. When incidents occur that require actions, these are not always completed and recorded. Inspection report for children’s home: 2556338 5 The manager does not yet consistently review and provide oversight of all incidents. This limits learning for everyone. Furthermore, concerns about the welfare of the child during incidents are not always shared in a timely manner with relevant safeguarding professionals.

p.4

improvement to be good

Despite the known risks for the child, staff do not always complete a room search as a safeguarding response. When staff have completed searches, these are not recorded in sufficient detail. There is no management evaluation, outcome recorded, or next steps referenced. It is not clear how risks are being managed and staff are not sharing with the professional network when items of concern are found. This limits the oversight of the multi-agency safeguarding network.

p.5

improvement to be good

There are robust safe recruitment procedures in place that ensure staff working with the children are suitable to do so.

p.5

The effectiveness of leaders and managers: requires improvement to be good

The manager knows the strengths and areas for development. The manager is striving to establish clear expectations for staff. He is ambitious for the development of the home and has identified several key areas for improvement. This includes the strengthening of staff recording and management evaluation. This is not yet embedded and, therefore, does not yet provide staff with opportunities to reflect and develop their care practice.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Staff receive regular supervision. However, safeguarding is not routinely discussed in supervision. This does not provide staff with the opportunities to reflect and discuss specific and wider safeguarding issues for the child. This limits the impact of reflection and learning outcomes for staff.

p.5

The effectiveness of leaders and managers: requires improvement to be good

The staff team is developing. All staff are new to their employment and only one staff member has the required qualification. This impacts on the staff team’s knowledge and skills. The manager has recognised this and has organised additional training in case recording and how to effectively use the provider’s online recording system. This will help the staff team expand its knowledge base.

p.5

The effectiveness of leaders and managers: requires improvement to be good

The manager and deputy manager are using role modelling to demonstrate good practice to the team. Staff report being happy in their work and having confidence in leaders. The team is committed to its role and to the child’s care.
