p.2

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with the Children's Homes (England) Regulations 2015 and the 'Guide to the Children's Homes Regulations, including the quality standards'. Assurance inspection report for children's home: 2716966 3

p.2

Findings from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.3

Findings from the inspection

Two children were living at the home at the time of the assurance inspection. The inspector spoke to both children.

p.3

Findings from the inspection

The home has been through a period of instability prior to a new manager being appointed in October 2024. Since the last full inspection in July 2024, there has been two children in placement. Staffing has changed, however there remains a core team of established staff. This has provided some consistency of care for children.

p.3

Findings from the inspection

Because of this instability, children’s plans have changed, sometimes at short notice. For one child this has created additional anxiety and mistrust with staff. However, there is now a permanent manager in post to provide guidance and structure.

p.3

Findings from the inspection

Children have opportunities to make their views, wishes and feelings known. Staff encourage children to meet on a regular basis, to make plans for activities and to choose meals. Staff build relationships with children through key working where they talk about important things in children’s lives.

p.3

Findings from the inspection

Children live in a warm and homely environment. They personalise their bedrooms. They are active around their home and engage with staff positively. They undertake activities at home, and in the community. Children are supported to see important people in their lives.

p.3

Findings from the inspection

Children understand how to make a complaint. Managers respond and investigations take place. However, these are not always robust. The process for dealing with complaints from children is unclear. This means that children may not trust adults to take their concerns seriously.

p.3

Findings from the inspection

When there are incidents involving children, the records made by staff are not always clear to what action has been taken to safeguard children. Oversight of incidents is not always effective. It is not always clear if external safeguarding agencies have been referred to. This means that opportunities maybe missed to reduce further incidents. Several other areas of recording, including the recording of medication, were found to be requiring improvement.

p.3

Findings from the inspection

The recruitment of new staff is now managed well and designed to safeguard children. Safe recruitment practices and protocols are followed. This means that new staff are only employed subject to clear vetting processes. This reduces the risk of unsuitable adults working with children. Assurance inspection report for children's home: 2716966 4 The home now has a permanent manager. This is crucial and provides much needed leadership stability. This should now enable the team to receive direction and guidance on the care provided to children. While improvements are beginning, given the short timescale in which the manager has been in post, a period of embedding good practice is required.

p.3

Findings from the inspection

Several requirements and recommendations were set at the last inspection. The provider has started to take action to address the shortfalls. The manager has quickly identified the strengths in the home and the areas that need further improvement and development. There are the beginnings of plans in place to drive these improvements forward.

p.4

Findings from the inspection

There remain several areas of care that need improvement. Supervision is yet to take place on a regular basis. Staff do not have all the mandatory training set out in the statement of purpose. However, monthly team meetings are now planned to allow staff the opportunity to share concerns and develop practice. The manager is beginning to create a supportive environment for staff and embed the new ethos in the home to make sure that care is positive and consistent.
