Inspection report for supported accommodation provider – monitoring visit: Safe Haven Accommodation – South Division 1 Safe Haven Accommodation – South Division

p.1

Registered provider: Safe Haven Accommodation Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is owned and managed by a private provider.

p.1

provider

Safe Haven Accommodation South Division, and the service manager, registered with Ofsted on 23 May 2024 to provide ring-fenced supported and single occupancy accommodation. At the time of registration, the provider had 25 properties offering supported accommodation for up to 48 children.

p.1

provider

At the time of the visit, there were no children living at the supported accommodation due to the provider’s registration being suspended by Ofsted on 19 July 2024.

p.1

This monitoring visit

At the monitoring visit on 18 and 19 July 2024, we found that there were serious weaknesses in leaders’ and managers’ decision-making that left children at risk of harm. Leaders and managers agreed for children to be placed, sometimes in emergency situations, when their needs could not be met. Staff were insufficiently trained in managing high-risk behaviours. They lacked professional curiosity that failed to explore the impact of contextual safeguarding concerns. In addition, four flats used to accommodate children were not known to Ofsted.

p.1

This monitoring visit

This monitoring visit was conducted to monitor the progress the provider has made since the previous visit and to consider whether the suspension notice should be lifted. The provider was given 24 hours’ notice of the visit. The monitoring visit took place at the provider’s head office. No children were spoken to during the visit. Inspection report for supported accommodation provider – monitoring visit: Safe Haven Accommodation – South Division 2 Since the previous monitoring visit, leaders and managers have critically reviewed the quality of the provision and its processes. They have made significant changes to their admissions procedures. They now use a comprehensive admissions assessment tool that enables them to gather, record and evaluate the needs of the child during the referral process. This makes it more likely that they can meet the needs of the children living in their supported accommodation.

p.1

This monitoring visit

Managers and staff have undergone appropriate training, including behaviour management training and safeguarding training. They have completed workshops to improve the quality of record-keeping. There are procedures in place for managers to review and audit children’s records, including support plans, and continually improve practice through staff training.

p.2

This monitoring visit

Plans are now in place to ensure that meetings to understand current risks to children focus on keeping children safe and are reviewed in a timely way. Safeguarding information will be shared promptly with relevant professionals.

p.2

This monitoring visit

Managers have strategies in place to monitor the progress of children more closely. Staff understand the importance of smart targets in supporting children’s progress to independence. When targets or actions are set there is a process to regularly review and update them.

p.2

This monitoring visit

Leaders and managers have reduced the geographical size of the service. Accommodation located in Leicester has been closed. The current size of the provision’s area now enables increased oversight by managers.

p.2

This monitoring visit

Leaders and managers have re-evaluated their statement of purpose and have a clear vision about the needs of children that they can accommodate.

p.2

This monitoring visit

The provider has made significant progress since the last visit. It has responded proactively in rectifying the concerns raised. The effectiveness of these changes will need to be evaluated once the provider begins to consider referrals and accommodate children.

p.2

This monitoring visit

Following this visit, a decision was made to lift the suspension notice, and the provider can operate again. Senior staff are aware of the importance of careful matching of any new child in relation to the skills of the team.

p.2

This monitoring visit

As there are no children currently living in the accommodation, the requirements raised at the previous visit have not been fully assessed and will remain in place for review at the next full inspection.
