Summary of outcome

All early years providers must meet the legal requirements in the Statutory framework for the early years foundation stage, which you can find at www.gov.uk/government/publications/early-years-foundation-stage-framework--2. If we find that a provider is not meeting the requirements, we can take action to ensure they put matters right.

p.1

Summary of outcome

On 1 March 2024, we carried out an inspection and found the provider was not meeting some of these requirements. The overall effectiveness of the provision was judged to be inadequate.

p.1

Summary of outcome

Following the inspection, we served a welfare requirements notice on 13 March 2024. This is a legal notice that requires the provider to take the actions below within the timescales set out.

p.1

Summary of outcome

n ensure that all staff understand local safeguarding procedures and have up to date knowledge of how to recognise children may be at risk of or suffering from harm

p.1

Summary of outcome

n improve staff understanding and practice in how to manage children's behaviour in an appropriate way

p.1

Summary of outcome

n take prompt action to ensure that all staff understand and implement the policy for managing and recording accidents and injuries to children

p.1

Summary of outcome

n improve staff supervision arrangements to ensure staff receive the coaching, support and training they need to improve their personal effectiveness and promote the interests of children

p.1

Summary of outcome

n ensure staff are deployed effectively so that children are appropriately supervised at all times to prioritise their safety and well-being.

p.1

Summary of outcome

We monitored the provider's compliance with the welfare requirements notice.

p.1

Summary of outcome

We suspended the provider's registration on 6 March 2024 because we believed children may be at risk of harm. Suspension allowed time for the provider to take steps to reduce or eliminate the risk of harm to children. The provider had a right to appeal against a suspension. The provider may not provide childcare for which registration is required while the suspension is in place and may commit an offence if they do so.

p.1

Summary of outcome

On 16 April 2024, we carried out a regulatory visit. The focus of the visit was to check whether the provider had met the safeguarding and welfare actions raised at their last inspection.

p.2

Summary of outcome

We found that all staff had attended safeguarding training and improved their knowledge and understanding of child protection procedures. They demonstrated significantly improved understanding of their safeguarding responsibilities. Staff had refreshed their first-aid training and knowledge of related policies. Staff had reviewed the layout of the setting and improved how they communicate with each other to ensure appropriate supervision of children. The new manager had developed a positive behaviour policy and demonstrated a commitment to ensuring this is delivered consistently by all staff. The new manager described how she will continue to provide support, coaching and training to help staff improve their personal effectiveness and ensure the needs of children are better met.

p.2

Summary of outcome

We were satisfied the provider had met the safeguarding and welfare actions raised.

p.2

Summary of outcome

On 19 April 2024, we lifted the suspension because the provider took appropriate action to deal with the matter that led to the suspension. We were satisfied that the identified risk of harm to children had been sufficiently reduced.

p.2

Summary of outcome

On 17 May 2024, we decided to take steps to cancel the provider's registration.

p.2

Summary of outcome

On 3 July 2024, the provider objected to us taking this step. Having heard the provider's reasons for objecting to this step, we upheld the objection, so decided not to proceed with cancellation.

p.2

Summary of outcome

However, during the cancellation process, we found a new area of concern. This means that the provider was not meeting one of the requirements set out in the Statutory framework for the early years foundation stage.

p.2

Summary of outcome

In relation to the new area of concern, on 4 October 2024, we served a welfare requirements notice. This is a legal notice that required the provider to take the actions below within the timescales set out.

p.2

Summary of outcome

n ensure that Ofsted is provided with all the required information for suitability checks to be completed in respect of all individuals involved in the running of the company, including all directors. On 11 October 2024, the provider responded to the action set. They had provided Ofsted with the required information. We are satisfied the provider has met the safeguarding and welfare action raised. The provider is now meeting the requirements of their registration. The provider is still registered with Ofsted.
