Inspection report for supported accommodation provider - monitoring visit: Miracle Social Care Ltd 1 Miracle Social Care Ltd

p.1

Registered provider: Miracle Social Care Ltd

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is owned and managed by a private provider. The service provides up to six shared supported accommodation premises that are limited to accommodating looked after children and care leavers.

p.1

provider

At the time of this monitoring visit, this service provided supported accommodation for eight children aged 16 to 17 years.

p.1

provider

The service manager registered with Ofsted in February 2024.

p.1

This monitoring visit

Ofsted carried out this monitoring visit in response to specific concerns raised regarding the lack of risk assessments detailing children’s individual needs and the suitability of their placements.

p.1

This monitoring visit

During the visit, the inspector visited one supported accommodation premises. The inspector spoke with one child, one member of staff, the registered service manager, and the nominated individual. Additionally, the inspector reviewed support planning documents for two children.

p.1

This monitoring visit

Leaders and managers do not follow their own policies and procedures to ensure the safe and appropriate admission of children into the service. They do not gather enough information to ensure that all children’s needs and risks are thoroughly assessed and mitigated prior to their admission. This means that children’s plans are not derived from all relevant and required referral information to safely meet the child’s needs and protect them from harm. Inspection report for supported accommodation provider - monitoring visit: Miracle Social Care Ltd 2 Leaders and managers do not ensure that children who are placed together in shared accommodation are compatible to live together safely. There is a policy in place for ‘matching and risk assessment’ but the registered service manager does not follow this. He does not adequately complete pre-admission risk assessments for children moving into the service, and the needs of children already living in

p.1

This monitoring visit

placements are not carefully considered before new children move in. For example, one child’s referral information said they should only live with females, yet they were placed with a male child and assigned to work with male staff. This lack of regard for children’s individual needs places them at risk of harm.

p.2

This monitoring visit

Leaders and managers do not ensure that pertinent information is shared with other professionals and agencies to keep children safe. For example, poor information- sharing recently resulted in a child being placed in a shared provision without an appropriate assessment of the risk. Inadequate pre-admission processes and the registered service manager’s failure to follow the organisation’s policies and procedures mean that children are not protected from known risks and do not have their individual needs met.
