Inspection report for children’s home - monitoring visit: 2667771 1 Registered provider: Heathfield (Parkgate) Ltd

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately owned children’s home provides care for up to four children with learning disabilities. At the time of the inspection, there were four children living at the home.

p.1

Information about this children’s home

The manager has been registered with Ofsted since 31 March 2022.

p.1

This monitoring visit

Following a full inspection on 3 and 4 July 2024, two compliance notices were issued, one in respect of regulation 12, the protection of children standard, and one in respect of regulation 13, the leadership and management standard.

p.1

This monitoring visit

The purpose of this monitoring visit was to look at the progress the provider has made in respect of the compliance notices.

p.1

This monitoring visit

The significant involvement and presence of senior leaders have ensured productivity in relation to the day-to-day management in the home. A focus on developing the home’s quality assurance tools and monitoring systems has provided the registered manager with a more-focused oversight.

p.1

This monitoring visit

Efficient use of the workforce development plan by the registered manager has identified and prioritised the needs of the service. When actions have been identified, these are now completed or followed up in a timely manner.

p.1

This monitoring visit

Communication has increased between staff and managers. Staff say they are better supported and receive informed direction to fulfil their own roles and responsibilities. There has been a significant improvement in helping the children to understand their own emotions and impact on others. Staff work more collaboratively as a team. Inspection report for children’s home - monitoring visit: 2667771 2 However, since the last inspection, there have been serious concerns raised in relation to the management of significant incidents. On at least two occasions, staff, including the registered manager, failed to follow the home’s own safeguarding policy and procedure. As a result, children were not given the opportunity to provide their own narrative, and staff did not seek medical attention for injuries sustained.

p.1

This monitoring visit

The registered manager failed to follow the safeguarding action plan and inform senior managers immediately in relation to the serious incidents. Senior managers have made some positive steps to address these shortfalls.

p.2

This monitoring visit

Learning and reflection are a priority for the leadership team. Team meetings and individual discussions with the registered manager provide staff the opportunity to learn and reflect . Nonetheless, staff are not yet receiving good, reflective practice- related supervision.

p.2

This monitoring visit

Regular individual and group key-work sessions have provided a safe space for children to express their worries and concerns about the care they receive. This is also an opportunity for children to repair and build friendships with each other.

p.2

This monitoring visit

The leadership team has supported staff to better understand the risk management strategies in relation to all children’s behaviour support plans. Incidents between children have reduced. However, children continue to use discriminatory language towards staff, and this is not always managed consistently within the staff team.

p.2

This monitoring visit

Health and safety have improved. All appropriate and necessary health and safety checks are completed and recorded efficiently. This promotes the health and well- being of all children living in the home.

p.2

This monitoring visit

Following this inspection, the compliance notice under regulation 13, the leadership and management standard, was deemed to have been met. The compliance notice under regulation 12, the protection of children standard, was not met and has been restated. The notice restricting the accommodation of further children into the home remains in place. Inspection report for children’s home - monitoring visit: 2667771 3
