Inspection report for independent fostering agencies - monitoring: Clover Fostering 1 Clover Fostering
p.1
Clover Fostering, The Atrium, 1 Harefield Road, Uxbridge UB8 1PH
p.1
Inspected under the social care common inspection framework
p.1
Information about this independent fostering agency
The agency registered with Ofsted on 3 March 2023 and is privately owned. The statement of purpose states that the agency provides emergency, respite and short breaks, bridging, short- and long-term placements, parent and child placements, solo placements, placements where siblings can live together, placements for unaccompanied children and young people, bridging to foster and therapeutic fostering. The agency also provides placements for young adults to ‘stay put’ with their foster carers once they reach adulthood.
p.1
Information about this independent fostering agency
At the time of this visit, the agency was suspended. Two fostering households continued to be approved by the agency but were not receiving any supervision, support or training from the service. There were no children placed with these foster carers. One fostering household was in the process of being assessed by a local authority fostering service. Clover Fostering had no role with this fostering household at the time of the visit.
p.1
Information about this independent fostering agency
The agency does not have a manager. The previous registered manager left their post on 14 April 2024.
p.1
This monitoring visit
Ofsted carried out a full inspection of this agency between 12 and 14 March 2024. The inspection identified significant and widespread shortfalls in the operation of the agency. As a result, the agency was judged to be inadequate. Ofsted issued a notice of suspension to the agency on 14 March 2024.
p.1
This monitoring visit
Ofsted carried out a monitoring visit at the service on 28 May 2024. Inspectors found that the fostering provider had complied with the notice of suspension. Inspection report for independent fostering agencies - monitoring: Clover Fostering 2 However, there continued to be serious and widespread omissions in the arrangements of the agency. There was a lack of progress to address the significant shortfalls identified at the full inspection in March 2024. As a result, Ofsted issued a further notice of suspension to the agency on 7 June 2024.
p.1
This monitoring visit
At this announced visit, inspectors found that the provider has again complied with the notice of suspension.
p.2
This monitoring visit
The responsible individual continues to be the only permanent member of staff employed by the agency. He is not a qualified social worker. A new manager joined the agency on 1 July 2024. This manager resigned and left their post on 31 July 2024. The responsible individual appointed the manager despite receiving information that indicated they could not meet the requirements to be a registered manager, as set out in regulation and the national minimum standards.
p.2
This monitoring visit
The responsible individual has not carried out outstanding safer recruitment checks for his proposed staff and contractors. Despite this, the responsible individual confirmed that these people, including the quality assurance manager, agency decision-maker and independent investigators, are working on behalf of the agency. This lack of attention to the safe recruitment of staff does not reassure Ofsted that the responsible individual understands the importance of strong recruitment procedures to safeguard children and foster carers.
p.2
This monitoring visit
The responsible individual has met two of the requirements that were restated at the last inspection. He provided the financial information requested by Ofsted. He has also updated agency procedures in relation to contacting foster carers after a decision on suitability is reached. However, a further seven requirements have not been met. The responsible individual told inspectors that he has not taken any action to address a number of these outstanding matters.
p.2
This monitoring visit
There continues to be evidence that policies and procedures presented to Ofsted for this agency represent other fostering providers. For example, the new statement of purpose for the service reflects membership of a large national fostering provider. This is despite the responsible individual confirming that this agency is not part of that provider.
p.2
This monitoring visit
As a result of this significant lack of progress to meet regulatory shortfalls, seven requirements have been restated. Inspection report for independent fostering agencies - monitoring: Clover Fostering 3
