p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home was registered with Ofsted in December 2023 and is privately run. It provides care for up to five children who experience social and emotional difficulties.

p.1

Information about this children’s home

A new manager has been in post since 10 June 2024 and has submitted an application to register with Ofsted.

p.1

Information about this children’s home

At the time of this visit, one child was living in the home.

p.1

This monitoring visit

This children’s home was judged inadequate following a full inspection that started on 14 May 2024. An inspector returned on 12 June 2024 to gather additional evidence in line with ‘ Ofsted inspections and visits: deferring, pausing and gathering additional evidence’ policy. As a result of the concerns about children’s safety and the leadership and management of the home, two compliance notices were issued, under regulation 12, the protection of children standard, and regulation 13, the leadership and management standard.

p.1

This monitoring visit

This visit examined progress made against these notices. As a result of the findings from this visit the compliance notice issued under regulation 12 was deemed to be met. The compliance notice issued under regulation 13 was not met. A further compliance notice has been issued under regulation 13.

p.1

This monitoring visit

After the full inspection, leaders and managers informed Ofsted that no children would be admitted to the home while they were reviewing the quality of care provided. One child was living in the home at the time of the inspection. They were admitted to hospital just before the final day of the full inspection and returned to the home three weeks before this monitoring visit. Inspection report for children's home - monitoring visit: 2723813 2 In response to the compliance notices, leaders and managers have put in place a detailed action plan and quality of care review. Some progress against this plan is evident.

p.1

This monitoring visit

Leaders and managers have ensured that there is accessible guidance for staff regarding safeguarding issues and when to contact a manager for support and advice. A management rota has been put in place to support this.

p.2

This monitoring visit

Leaders and managers have reviewed and updated the child’s risk assessment. This reflects the child’s change of circumstance since returning home from hospital. In addition, plans identify appropriate actions, and leaders and manager are working collaboratively with other agencies.

p.2

This monitoring visit

Leaders and managers have improved their oversight of safeguarding. A quality of care review has been completed and daily logs are sent to the responsible individual. This has increased his oversight. When necessary, leaders and managers have notified Ofsted about serious incidents of concern.

p.2

This monitoring visit

Staff carry out meaningful key-work sessions with the child. These are focused on the child’s needs, previous experiences and worries. Staff are now more proactive in safeguarding the child. This has strengthened their relationships with them.

p.2

This monitoring visit

The manager and staff team have participated in a reflective training day to consider past safeguarding incidents and lessons they can learn. Regular team meetings have also been held where staff discuss the child and their progress.

p.2

This monitoring visit

Leaders and managers have not yet completed a review of the safeguarding incident that occurred prior to the child being admitted to hospital. As a result, leaders, managers and staff have not learned from this incident.

p.2

This monitoring visit

Leaders and managers have still not assured themselves that staff have had sufficient training to support the child they care for. For example, several staff have not been trained to use physical interventions and are not trained as outlined in the home’s statement of purpose. Leaders and managers have also not ensured that staff have individual development plans to support them to develop in their roles.

p.2

This monitoring visit

Leaders and managers do not ensure that staff, including the manager, receive supervision in line with the home’s statement of purpose. They have also not completed a workforce development plan to set out how they will develop practice in the home.

p.2

This monitoring visit

Senior leaders have not put a plan in place to support the newly appointed manager in his role. Leadership and management responsibilities are not clearly defined, and leadership remains weak in several areas. Inspection report for children's home - monitoring visit: 2723813 3
