Inspection report for children’s home – monitoring visit: 2708482 1 Registered provider: NET PEX LTD

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is operated by a private organisation and provides care for one child with social, emotional and mental health needs. At the time of the inspection, no children were living in the home.

p.1

Information about this children’s home

The home was registered with Ofsted in November 2023.

p.1

Information about this children’s home

At the time of the inspection, there was an ongoing investigation by the appropriate authorities due to safeguarding concerns raised in regard to the care of the child living at the home. While Ofsted does not have the power to investigate incidents of this kind, actions taken by the setting in response to the incidents were considered (where appropriate) alongside other evidence available at the time of the inspection to inform inspectors’ judgements.

p.1

This monitoring visit

A full inspection was carried out on 26 and 27 June 2024 and the home was judged inadequate. This inspection identified serious concerns. Ofsted issued a notice suspending the registration of the home. This prevents the provider from moving any children into the home.

p.1

This monitoring visit

A safeguarding investigation in respect of serious concerns and allegations, which resulted in the suspension of the home’s registration, remains ongoing. The outcome of this investigation is not yet known.

p.1

This monitoring visit

This visit was carried out to monitor compliance with the suspension notice. The home has not provided care for children since the full inspection in June 2024. The provider has complied with the suspension notice and the suspension notice remains in place. Inspection report for children’s home – monitoring visit: 2708482 2 Since the inspection, the registered manager has resigned with immediate effect, and the full staff team have resigned or been dismissed following concerns relating to their conduct. Therefore, the registered provider is unable to demonstrate that the staff have the skills and experience to operate the home in line with the registered provider’s statement of purpose.

p.1

This monitoring visit

The responsible individual has taken action to review all incidents relating to the care of the children since the home opened and ensured that they have informed Ofsted and the local authority designated officer of any retrospective and new safeguarding concerns from these findings. They have appointed an independent consultant to investigate all concerns in liaison with the police, the local authority and child’s placing authority.

p.2

This monitoring visit

The registered provider has begun to implement an action plan to address the serious and widespread shortfalls identified at the last inspection, and there are ongoing recruitment efforts to employ a new manager for the home.

p.2

This monitoring visit

As no children have lived in the home since the last inspection, it has not been possible to demonstrate that the home’s day-to-day care is arranged and delivered to keep children safe. Therefore, the requirements from the last inspection will be reissued to enable the registered provider the opportunity to demonstrate how they will provide effective and safe care for children.
