Inspection report for children’s home - monitoring visit: 2679735 1 Registered provider: Solve Housing Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This privately owned home is registered to provide care for up to four children with social and emotional difficulties. At the time of this inspection, three children were living in the home. The children were not spoken with.
p.1
Information about this children’s home
A suitably qualified and experienced manager is in post. She is registered to manage two homes.
p.1
This monitoring visit
This monitoring visit took place following specific concerns about safer recruitment practices that Ofsted had been notified about.
p.1
This monitoring visit
A full review of the organisation’s safer recruitment practices was completed. Areas of the home’s environment were also looked at.
p.1
This monitoring visit
Requirements made at the last inspection are outside of the scope of this visit. These will be reviewed at the next inspection.
p.1
This monitoring visit
Safer recruitment practices are inadequate, and leaders do not have sufficient oversight of their staff recruitment processes. This is because references for two members of staff were not available for review. The manager took action to address this shortfall. Also, a valid work visa for a third staff member was not obtained until this was highlighted to the manager. In addition, recruitment files are disorganised and contain varying levels of information. While plans are in place to strengthen processes this failure increases the risk of children being cared for by unsuitable adults.
p.1
This monitoring visit
The home’s statement of purpose has not been updated and shared with Ofsted as required to reflect the staff who are working at the home. Inspection report for children’s home - monitoring visit: 2679735 2 Leadership of the service is poor. The manager has not been present in the home for three weeks. In her absence, leaders have not ensured that the home is a welcoming and a nice place for children to live. The home is unclean. Furniture, fixtures and fittings, including the kitchen cupboards and the porch canopy, require attention and repair. This detracts from a nurturing environment that children can be proud of. The manager gave assurances that improvements are planned.
p.1
This monitoring visit
Leaders have failed to make sure that the home is a safe place for children to live. Sharp objects, including kitchen knives and scissors, are not securely stored because the locked drawer is broken. This places the children, one of whom is very young, at unnecessary risk of harm. The manager took action to improve safety.
p.2
This monitoring visit
Leaders have failed to identify and address poor practice. Children’s access to the toilet in the hallway is unnecessarily restricted because the door is kept locked. There are no assessments to justify this restriction to ensure that it is necessary and proportionate to keep children safe. The manager took action to address this immediately.
p.2
This monitoring visit
The manager will not be at work for six months. Arrangements to cover her planned absence are not yet in place. Therefore, it is not clear who will be responsible for overseeing children’s care and provide leadership and guidance to staff while the manager is away from work.
