p.1

Registered provider: Safe Haven Accommodation Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is owned and managed by a private provider.

p.1

provider

Safe Haven Accommodation South Division, and the service manager, registered with Ofsted on 23 May 2024 to provide ring-fenced supported and single occupancy accommodation. At the time of registration, the provider had 25 properties offering supported accommodation for up to 48 children.

p.1

provider

At the time of this visit, the provider was offering supported accommodation for up to 15 children across 25 properties. At this visit, inspectors identified that the provider had four solo occupancy flats that are not included in their registration.

p.1

This monitoring visit

This monitoring visit was carried out due to concerns arising from the provider’s response to significant safeguarding concerns. The provider was given an hour’s notice of the visit. The monitoring visit took place at the provider’s head office. No children were spoken to during the visit.

p.1

This monitoring visit

Notifications following serious incidents show that children are experiencing exploitation and have high-level needs, including self-harm, gang involvement and substance misuse. Support staff do not have the skills, training and experience to respond to the children’s complex behaviours. When support plans and risk assessments are in place, they lack critical information to guide staff responses to each child’s known and emerging risks. Inspection report for supported accommodation provider - monitoring visit: Safe Haven Accommodation - South Division 2 Serious weaknesses in leaders’ and managers’ decision-making have left children at risk of significant harm. Leaders and managers have offered accommodation to children with care packages that are not in line with supported accommodation provision. Seven of the 15 children accommodated at the time of this monitoring visit were in receipt of care and had high staffing levels. This is not consistent with

the conditions of registration for supported accommodation.

p.2

This monitoring visit

Leaders and managers have accepted emergency referrals from placing authorities who have provided detailed information about the children’s needs, risks, and vulnerabilities. As a result, leaders and manager have agreed for children to be placed who’s needs cannot be met. The training staff are provided with is insufficient to help them manage and respond to children’s high-risk behaviours and needs shared by the placing authorities. As a result, children and staff are left at risk of harm. Leaders and managers lack sufficient professional curiosity and fail to explore the impact of contextual safeguarding concerns.

p.2

This monitoring visit

A serious incident occurred that leaders and managers have not notified to Ofsted as required. This has prevented the regulator from carrying out its functions and having an accurate understanding of the service provided.

p.2

This monitoring visit

The provider failed to notify Ofsted of four sole occupancy flats located in the office building.

p.2

This monitoring visit

As a result of this monitoring visit, Ofsted has taken enforcement action to suspend the provider’s registration. Ofsted will keep this notice under review. Inspection report for supported accommodation provider - monitoring visit: Safe Haven Accommodation - South Division 3
