Inspection report for independent fostering agencies - monitoring: Clover Fostering 1 Clover Fostering Clover Fostering, The Atrium, 1 Harefield Road, Uxbridge UB8 1PH

p.1

Inspected under the social care common inspection framework

p.1

Information about this independent fostering agency

Clover Fostering is a privately owned independent fostering agency. It registered with Ofsted on 3 March 2023. The agency’s statement of purpose states that the fostering agency provides emergency, respite, bridging, short-term and long-term placements, and placements where brothers and sisters can live together.

p.1

Information about this independent fostering agency

At the time of this inspection, the agency was suspended. Two fostering households continued to be approved by the fostering agency but were not receiving any supervision, support, or training from the service. There were no children placed with these foster carers. One fostering household was in the process of being assessed by a local authority fostering service. The responsible placing authorities were overseeing the placements of the child and the young person who remained living in this fostering household. Clover Fostering had no role with this fostering household at the time of the inspection.

p.1

Information about this independent fostering agency

The fostering agency does not have a manager. The previous registered manager left their post on 14 April 2024.

p.1

Information about this independent fostering agency

Date of previous inspection: 12 March 2024

p.1

This monitoring visit

Ofsted completed a full inspection of this independent fostering agency between 12 and 14 March 2024. The inspection identified significant and widespread shortfalls in the operation of the agency. As a result, the fostering agency was judged to be inadequate. Ofsted issued a notice of suspension to the fostering agency on 14 March 2024. Inspection report for independent fostering agencies - monitoring: Clover Fostering 2 The purpose of this visit was to monitor the provider’s compliance with the suspension notice. Inspectors also reviewed the action taken by the responsible individual, as the only manager remaining in the service, in response to the requirements raised at the last inspection.

p.1

This monitoring visit

Since the last inspection, the registered manager has left their role, and the only qualified social worker is not actively working in the fostering agency. The responsible individual has ended the appointments of the panel chair and all panel members. The fostering agency is also without an agency decision-maker. The responsible individual is the only permanent member of staff employed by the fostering agency. As a result, the fostering agency is unable to operate.

p.2

This monitoring visit

The responsible individual does not have the knowledge or experience required of a senior leader in a fostering service. He does not demonstrate that he understands the service needs, or the legal requirements of operating a fostering service. This lack of knowledge and experience is directly impacting his ability to drive the necessary service improvements. Because of this, none of the requirements raised at the last inspection have been met in full.

p.2

This monitoring visit

The responsible individual is currently recruiting staff for the fostering agency. However, he does not demonstrate strong recruitment practice. For example, he informed Ofsted that he had appointed a new manager, agency decision-maker, panel chair, quality assurance manager, and three new social workers. However, inspectors found that this was not an accurate reflection of the fostering agency staffing. Some of these individuals had yet to be formally interviewed for their roles and the recruitment checks were incomplete for all staff.

p.2

This monitoring visit

The responsible individual has taken a lead role in the development of updated policies and procedures for the fostering agency. However, these do not consistently reflect the operations of this fostering agency. For example, some documents refer to other fostering agencies. In addition, some of the information in the policies is incorrect. For example, information about the assessment process does not comply with statutory guidance. These continued shortfalls do not assure Ofsted that the service can operate within the relevant regulatory and legislative framework.

p.2

This monitoring visit

The responsible individual has provided Ofsted with information requested to enable an assessment of the ongoing financial viability of the fostering service. This review process is ongoing and further information has been requested following this monitoring visit. Inspection report for independent fostering agencies - monitoring: Clover Fostering 3
